This is a field of retorm which few members of Congress care to venture into. There is no subject which so tests the courage and the conscience of the average Congressman as the subject of pension legislation. He Knows that most of the bills of this class which @ome before Congress are proposed and pushed by claim agents and attorneys, and not by the beneticiaries themselves. Every member has his own select lot of axes to grind,and feels that he cannot afford to refuse to help grind the axes of his associates. Good and bad claims are huddled together, and nobody has either the time or the hardihood to try to assort them. Every Friday evening, in its Special pension session, the House passes from fifty to a hundred bills, only a dozen or twenty members being present.
