Both Senators from California made speeches yesterday, proportioned in length to the im- portance ‘of thelr respective subjects. Mr. Stanford’s was brief enough, although it dealt with a topic with which the experience of half ‘® lifetime has presumptively made him well ecquainted. Mr. Hearst's was shorter still. It dealt with a matter that he knew little about— the introduction of a petition—and he limited It totwo sentences. The example of the Cah- fornians 1s respectfully commended w their brother Senators as an excellent one to follow. Ifevery member of the most august legislative body in America would confine his remarks on subjects which he understands thoroughly to twenty minutes or a half-hour, and on subjects ‘whieh he doesn’t understand at ull to two sen- tences, what a quantity of work could be got through in asession, and what an enormous sav- ing could be effected in popular patien The elaborate lezal arguments brought for- ward in the House against the right of Congress to defend the American people against vile food adulterations are not going to be allowed to settle the question for ever, by any means.
