This has been very plainly shown In several Instances during the present, labor troubles, in various parts of the country, and it will be demonstrated beyond any room for doubt whenever the fssue is squarely pre- sented. These lawless and tyrannical expe- dients are alike foreign to the genius of our in- stitutions and destructive of personal freedom. Individual liberty fs the very corner-stone of a Fepublican form of government, and it must and will be preserved, when the test comes, whatever else may happen. These are points which should not be overlooked by the windy and selfish agitators, of foreign birth, who are Just now doing far more harm than good to the ‘cause they pretend to serve, and they are espe- eiully worthy the attention of thougntful and industrious laboring men who have so much at ein the issues involved, and who are also so greatly in danger of being led astray by talse lights. ———————— The report of the House judiciary committee, adverse to the proposed constitutional amend- ment empowering thePresident to veto separate items In an appropriation bill, is a very choice specimen of special pleading. It argues that the President can now veto the whole of an appro- priation bill If he finds an objectionable item, and, if bis reasons convince one-third of the members of either House, can force Congress to revise its work. Very true. And if he were em- powered to veto a single objectionable item, he would have to bring one-third of the members of either House over to his side, jus. the same. nitiaues the report, the people’s money ts safer in the hands of four hundred Congress- men than in those of one President. It that be true, then the framers of the Constitution mnst have made a great blunder in giving the Presi- dent power to veto appropriation bills at all. But the absurdity of the ciaim is shown by the fact that Congress, every few years, pastes a river and harbor bill so colossal in its plunder- ing detuils that the President is forced to veto it;and it is equally noteworthy that the ver- dict of the peopie, who are to be the vietims of the robbery, is invariably an approval of the President's course.
