Joeeph H. Reall, president of the American Agricultural and Dairy associ- ation, before the House committee on agricul ture last Saturday, was a strong presentation of the clatms of the dairy industry in this country pon the consideration of Congress from @ purely business point of view. But the question of restricting the traffic in fraudulent butter has something more than a business side. It con- cerns every consumer. The idea of the use of grease tried from the carcases of horses and dogs, as well as swine and cattle, to palm off upon @ credulous public as the product of the churn, is disgusting as well as dishonest. The manufactursrs of bogus butter seem to have got up an equally bogus “poor men’s movement,’{ to agitate for the protection of their compounds from adverse legislation on the plea that oleo- margarine and butterine are the only wares of the sort within reach ofa humble purse, and that any increase in their cost through heavier taxa- tion limits the power of the poor man to provide common luxury for his table. This isa piece of folly on its face. Any poor man who fs willing to substitute lard for butter can buy a pure article at the nearest market for a lower price ‘than he has to pay for oleomargarine. He knows, moreover, what he is getting. The un- Testricted sale of false butter in the guise of the real, however, is not only a needless draft upon his means, but a fraud upon the whole public a It is one of the misfortunes incidental toevery organization that the whole body is sometimes made to suffer for the misdoing ofatew. The Tecent disturbances at Fort Worth, involving not only damage to property, but toss of life, are deprecated as strongly by the main body of the Knights of Labor as by any one else. They are in direct violation of the rules of the order, and the guilty persons will, it Is declared, be expelled if detected. Yet it will be to the interest of the enemies of the Knights to misrepresent the affair; and the world at large, unbappi does not discriminate as caretully as it ought to in these matters. The sad results of the Fort Worth outbreak will emphasize the argument of every true friend of the workingmen, that the time to heal a difference between employers and employed ts not after each has done some- thing to the other's serious injury, but before the first hosiile act has been committed. Acts of violence ure indefensible on any plea. Their failure only cloves the grip of the stronger party upon the weaker more firmly than before. Arbitration, adopted promptly and in good faith, would have saved all purties in the south- West a great deal of bad blood and many days of humiliation and regret when the whole trouble ts over. 9 William F. Forster, whose death is announced by wcable dispatch, was the son of a minister of the Society of Friends, who died buried in Tennessee while on an an’ mission to this country about fifty years ago. His own career bas been notable. Since 1861, when he was first elected to a seat in the House ¢ Commons, he has been a prominent partaker in every political controversy waged in Great Britain. It was chiefly through his instramen- tality that those famous Liberal measures, the education bill of 1870 and the ballot bill of 1871, were carried throuzh Parliament. His conspicuous share in the Irish troubles of re- sent years has brought down on hima good deal of censure from Mr. Parnell and bis follow- ing; but now that death has e~me to soften the a>yerities _. partisan feeliug, every generous Irish heart will warm at the recollection that it was this same William E. Forster who, in 1847, tramped through the Green Isle on foot y food, medicine and other necessaries to the suffering people. a It appears that the real reason why the House committee on rivers and harbors has refused to out an approprration in the new river and ham: bor bill for continuing the dredging of the Po- tomae channels and the filling of the malarial Mats right opposite the White House is because the bill bas assumed such seandalous propor tions in the effort to give members an election- eering fund by appropriations for the various bayous, creeks and trout streams in their re- spective districts that a cut had tobe made somewhere, and, of course, the District of Co dumbia having no log-rolling vote in Congress, ‘Was the readiest victim. Tue ostensible reason given for cutting off the appropriation, because the title to the flats had not been settled, was ho reason at all, as no portion of the appropria- ton asked for would be expended on the part of the flats where there is any question of title. —_—__<——--=———_ The discovery that a number of subordinate aflicers of the United States have been using department penalty envelopes for their private sorrespondence is likely to lead to proceedings in the courts for the collection of the three hundred dollars’ fine prescribed tor each offence. It is not easy to picture the discomfort a man must feel at having to pay fifteen thousand times as much for posting a letter as he would have paid if he had not tried to save an insig- nificant tax of two cents by cheating the gov- ernment. But, while the prosecuting authorities are making life burden to the petty offenders, why do they not inquire into p jong a bigher class of government ¥ Years ago, of mailing their eam- paign literature in penalty envelopes instead of Paying the rates required by I A diligent beating of the bushes would scare up some large game. — The Seventh regiment of New York militia who will visit Richmond the latter part of this month, have not been there before since 1859. ‘They will make the journey irom Washington in about a baltday.
