ACTION TAKEN AT THEIR MEETING LAST NIGHT —THEY PROPOSE TO EMPLOY MEN FOR TEN HOURS OR NOT AT ALL—A GENERAL LOCK- OUT IN THE BUILDING TRADE ANTICIPATED ON MAY Isr. ‘The Master Builders’ association held a meet- ing last evening at the Harris house, which was very largely attended. During the past Week the membership of this association has been largely increased, and now comprises, it 4s sald, nearly all the leading bullders and con- tractors in the city, The meeting last evening was lor the purpose of deciding upon a policy to pursue with regard to the eight bour rule, which the labor unions have announced will go into operation on May 1st. The subject was Bot @ new one to the members, and there was from the start a unanimity in tbe opinion ex- Premed thas the eight hour day was injurious the building interests of the city, and ought not to be e Some ot builders, however, were of the opinion that rather than to stop all work, in the event of the elght hour day going into effect, it would be better to Sere lutte Ss in ene Sate ng e ‘cost. renin por scout bat Gee tactnnaa eat ts aut bow mat w aitectea Tete not known.” The cost of labor, builders say, bears the proportion of one-alf to the entire cost of erect abuilding. So that if & building costs $1 erected under. the Bipriatschedule of hour, under the eight hour lay, the cost, they say, will be in $1,000. It amas arged that people investing ibeir money would be unwilling to pay this advan and therefore, building tw a large exten’ would come toa stand still at any rate. There was some talk of offering as a compromise that the working day should be nine hours, thus re- ducing the increased cost one-half, but after & full discussion of all these opinions and en tions, the unanimous conclusion was react that the ten-hour day should be maintained. Resolutions to this effect were adopted, but no public announcement has yet been m: as it was the desire to wait until after the confer- ence with the sub-contrac' whieh will be held this evening at Carroll hall. The ‘purpose of members of association is to secure per- fect unanimity of action throughout the entire ranks of the employers so Uhat when the time comes ifan effortis made to inaugurate the eet me fo Sitios will rad working- en under such con: ‘and building opers- tons will come to a stand sult, PRESIDENT FLEMING'S STATEMENT OF THE said Mr. Robert I. Fleming, who bas Just been elected President of the Master Builders’ associations “for several reasons. I believe that it is ill con” sidered and unwise. It is ill considered because the effects that will legitimately follow are not known and cannot be known until after the experiment bas been made, It is unwise because it checks work, raises the cost of living, and will have a bad effect upon the laboring classes. The injury that has been done to the building trade in this city already can hardly be culculated, At present there is nothing doing. Last month all operations were hastened ju order 10 get buildings as nearly, finished before the ist of May as possible, and that made the record of building’ per- mits ‘Issued for “the. month of “Maren the largest of any previous year. But the record of the present mont will not compare so favorably, In my office work bas come to a standstill, and I have refused enough work to keep ine busy all the year, Whether I will get it again in case the agitation ceases is a question. The unions huve not beep satisfied with trying to Introduce the eigit-hour day, bat they have issued a circular containing instructions to the bosses which are most tyrannical and unjust. To mention some of the features in this circular, it is ordered that When the elghthour day gues into effect Work shall cease ut four o'clock euch day, and that under no circumstances will men be uliowed to work the two hours from four to six. ‘They can work aiter six o'clock if paid double wages, and they can work ou Sunday on the same ‘terms, bat under no condition van they work Uiese two hours. Now, as any one can see, this is absurd. It may happen many times | that work ia a house has reached a poiut at four Gciock where it Is of the utmost iniportatice to go on with it, But these rules make no excep- ion, They are absolute.” re is apother tyrannous feature about this circular,” continued Mr, Fleming,” aud this s the provision which obliges tne Geeses to pay ail the men three doliurs'a day, without regard to their ability. Now, there are sume men who are not much better Lhan apprentices, aud do not earn two dollars aday, But tne unions are unwilling to Ke any distinction, but ail men are graded alike. Jain opposed to this, and besdeve in a system of grades accord- ing to skill, and having a scale of wages to cor- respond, However, these matters 1 have meus lioned simply to show you that the unions de- inand at Ukis time more Luan merely the eight hour day, and on account of what is considered Uneir extortionate demands, tue bosses have organized, I don’t think that 1 will be without auibority when I say tbat at our mecting policy of resistance w the eight-hour movement Will be adopued. We will not give the eight-hour day, Our sbops willbe open and we will em- ploy men tor a ten-hour day at ten hours wages, but we will retuse to employ them under any other terms. Work in this District will stop and there willbe a general lock out. All this will be done with the Kindest feelings in the world jor the workingmen,” continued Mr, Flemin, “There is no place i the country where they receive higher wages, and our season here is very long, so. that ho wonder every year worke ingmen are attracted here fr: all parts of the country. There is no piace where they get more work und as good wages. There is, however, one concession Luat may be made. Heretofore a nine-hour day has prevailed trom November Ast to March Ist with nine hours pay. We will probably be willing to give ten hours pay ‘all the year around. With this exception 1am ot the opinion that we will present a united front in opposition tothe eight-hour day with ten hours pay.” BUILDER LANGLEY'S VIEWS, Mr. Langley, ot the firm of Langley & Get- tnger, in talking over this matter said that he thought it could be said that at a moderate calculation at least one million dollars worth of work bad been stopped that would have gone on if it had not been for this eight hour agita- tion, The boss builders, of course, suilered greatly. “This was the Ume,” he sald, “when they ought w be makin: tuelr coutracts aud starting the buildings, but Uhey are compelled to sit down with idie hands and see the season st. Of course, very few people are going to build as long as the uncertainty lasts, and if they find that the cost of building us advanced to any extent they will not build ‘He said that the circular issued to the bosses was a Very Unjust one and could not be carried into effect. He objected to the prohibition placed on the hours from four to six and the One grade ot wages for all. He thought that both of these provisions were unwise. If me effort was persisted in to establish tbe eight- hour day, be thought that the ouly remedy was to shut up the suops and bring building to a stand-still, He saw no reason why the work- ingmen bere should be paid so imuch more than they are in other cities. The scaie of wages isMlready greater, and yet it is proposed to make a still greater increase. ‘THE CIRCULAR SENT TO THE BOSSES. ‘The following is the circular above reterred to, which was sent to all the master builders, bear ing the seal of Carpenters’ Union, No. 3: To Whom tmay Oomoern: ‘Whereas it is the desire of the master carpen- ters and builders of Washington, D.
