THE EVENING STAR WASHINGTON THURSDAY March 18, 1886, ‘The Evening Star has a regular. permanent bona Side daily circulation more than treble that of any other daily paper published in Washington, and equal to that of all the other'daily papers here So many bills have been offered for the amendment of the elvil service laws that the one which Mr. Cox, of North Carolina, has Just introduced, fs in danger of not receiving all ‘the popular attention tt deserves. It is at once the most practical and the most widely accept- able of the whole list brought forward thus far in the present session of Congress. It goes to the bottom of one of the worst of the minor abuses Im the elvil service as now constituted—the per- version of Justice whereby one clerk receives eighteen hundred dollars for doing twelve hun- dred dollar work, while another receives only twelve hundred dollars for doing the work which the eighteen-hundred-dollar clerk can- not or will not do. The proposal, also, to make the classifieation so unfform in all the depart- ments that substitutes ean be drawn from one tosupply temporary vacancies In another, in- stead of bringing in help from outside, or other- wise disturbing a wholesome routine, is a good thing. Its adoption would be weleomed by all the department clerks who fairly earn their sal- aries, It would insure their tenure as no other arrangement could, for the overflow from one department where the work has fallen toa min- imum would probably find employment in some other department where the work is too heavy and the clerks too few. The necessity for wholesale dismissals, such as have occurred in branches of the Interior department within recent recollection, would be rarer than ever. Unless some defects shall be discovered in Mr. Cox's bill, which do not meet the eye at a first glanee, its prospects of passage seem to be very good. ee A rumor Is in circulation in New Jersey tothe effect that the Baltimore and Ohio Railway Company has abandoned the Staten Island route, and has secured a new inlet to New York at Weehawken. It is asserted that work jas begun and tracks will soon be laid on an the Hudson, from the outskirts of Jersey City to Weehawken ferry, where the West Shore road has its terminus. The probability is that this rumor Is not well founded, since it would require about as much time, trouble and legis- lation to get a tunnel through the palisades as to build the Arthar Kill bridge: and besides it would be vastly more expensive. But, what- ever route may be adopted, it is td be hoped that the tracks of the B. & O. road will speedily {ind their way into New York. That the im- mense and constantly increasing travel between the political and commercial capitals of the country should be at the mercy of a single rali- way line is at once intolerable in itself and a disgrace to the country. a Senator Edmunds chided Senator Beck yes- terday for talking in public about transactions in executive session, and yet Mr. Beck talked about nothing but what had been published far and wide in the newspapers at the time of its cceurrence, It trenches uncomfortably close upon the domain of farce when a Senator of the United States 1s required to make a pretense of ignoring news which anybody else !n the world can buy for two cents and discuss to his heart’s content. ——————j—--——____ Thut {sa very interesting legal contest now in progress in Hocking county, Ohio, in which the rights of the heirs of certain murdered per- sons turn upon the question of the order in ‘which the ancestors died.
