The Dill to prohibit the sale of intoxicating Uquors in the District of Columbia within one mile of the Soldiers’ Home, which was intro duced by Senator Colquitt last week, was the outgrowth of an inquiry recently made by the Senate committee on military affairs into charges that, at certain saloons of low repute, the veterans residing at the home were made drunk and robbed of their pension money. The Dill was introduced by request, and Mr. Col- quitt is not responsible for the limit set upon the operation of the proposed law. It is hard to understand the arbitrary establishment of a mile radius, instead of two miles, or three miles, or @ half mile. The quality of a saloon is not likely tobe changed by its nearness to or its remoteness from the Soldiers’ Home: and the veteran who is anxious enough to get liquor wilt not be deterred by the mile limit, if he knows that, by going fifty feet beyond the mile, he can get all he wants. If it be deemed advisable to make special prohibitory laws tor the protection of the inmates of the Soldiers’ Home, would it not be wiser to forbid the sale of liquor anywhere in the District to an inmate without a permit? — ee The subscription fund for the benefit of the widow of Gen. If he were alive now he would repel with scorn the idea that the republic owed bim asum of money which it was in honor bound to turn over to his widow. No newspaper which bears his memory im bigh respect should base its appeals to the patriotism of its readers on any such ground. As freely and_as gladly as Hancock offered his body for a sacrifice in their behalt,the American people will assure his widow against need. But the mainspring of their action will be tove,-—not obligation. ee The sinking of the Cunard steamer Oregon by collision with an unknown schooner, aiter dawn and in acomparatively smooth sea, was ene of those casualties which occasionally startle the wits of shipbuilding experts whe be- lieve that they have calculated all the chances ot marine disaster and guarded against them. | The ease with which the prow of a low-decked ‘wooden vessel seems to have penetrated the big | sbip’s side shakes one’s faith in the resisting power of iron armor. The reported discovery of two holes eansed by the collision is significant, also. It would indicate that there was first a biow, then a rebound and thena second blow. If this be true, it must do away with the popu- lar belief that water-tight compartments are an absolute safeguard against a ship's sinking by the staving of ahole in her side. The Oregon ‘was provided, we are told, with nine transverse watertight bulkheads. Only two of the cham- bers at most could have been opened by the cvilision to admit water, yet ali the rest did not serve to keep her aftoat, Yesterday's accident, moreover, emphasizes the fact that the best rules of the road ever de- vised for use at sea will not of themselves pre- Yent trouble. The look-out on the Oregon ap- parently failed to sight the schooner bearing down upon her till too late to reverse the en- ines and give the sailing vessel her right of way.
