A Memorial Adopted at a Meeting Last Night_A Pian posed for Distrib Ung the Governing Power. A meeting of property-owners of East Wash- ington was held in MeCauley’s hail last even- ing to consider @ memorial to Congress prepared by acommittee of four—Messrs. Cragin, Dodge, Shields and Clarke—to whom the matter had been referred at a meeting in February, Ex-| Senator Cragin was made chairman and C. A. Shields secretary. The latter read the memo- rial, which related the grievances of the eastern Section of the city and proposed as a remedy a division of the governing powers of the District so that some of the improvements may be inade elsewhere than in what the memorial calls the favored northwest. The memorial stated that the only improvement expected in East Washington this year is the paving of Maryland avenue to 4th street and around Stanton square, while the request for a much- needed sewer on Tennessee avenue and for the ereetion of a schoolhouse on B street, near 23th, had been entirely ignored.
