The Evening Star bas a regular. permanent bona fide daily circulation more than treble that of any other daily paper published in Washington, and equal to that of all the ether daily papers bere added toxether. = 7 The death of Senator Miller of California effects a temporary change in the numerical proportion of parties in the Senate, though so slight 4s to cause no disturbance of the general plans of the majority. Governor Stoneman, being a democrat, will naturally appoint a democrat to succeed Mr. Miller until the legis- lature can elect @ Senator in due form. The Senate now contains forty republicans, two readjusters and thirty-four democrats. The impending ehange will leave the republicans with only thirty-nine and give the democrats thirty-five. At the present Juncture, with a lot ot nominations waiting for confirmation, this is of some little importance. It at least reduces the number of republicans to be won over in cases where the democrats are a unit and the republicans are not bound by too stiff @ caucus Tule. $$$ What was the special significance of the ac- tion of the House of Representatives yesterday in sending Mr. Bennett's bill repealing the civil service law to the committee on revision of the laws? In the select committee on reforms in the Civil service the Seney bill had fared badly. In another committee, whose temper had not been tested, alike measure might meet with a hap- pier fate. Was it on this account that the ehange of reference was made? Or was it be- cause a majority of the House believed that the committee on revision of the laws would treat the Bennett bill just as the committee on re- forms in the civil service had treated the Seney bill, and the friends of civil service re- form wanted to see a double rebuke given to the agitators for repeal? $$ The Philadelphia papers to-day all join in commending the appointment of Major Lud- Jow for Engineer Commissioner of this District, and in expressing regret at his loss to that | eity. The Record says: “President Cleveland could not have picked upon a man more com- petent in the line of duty to which he has been called.” The Ledger expresses the hope that | Philadelphia has not yet bid final good-bye to | Major Ludlow. The Times says Philadelphia's loss is Washington's gain, and indeed the gain of the whole country, for the improvements of the national capital is a matter of universal in- terest and pride. The Press says: “Major Lud- low's three years’ service in Philadelphia is a guarantee that he will perform the duties of this new position, whatever they may be thoroughly, consciously and well.” a ae How doubtful the relation is between sizes and values was well illustrated at the Morgan sale of brie-a-brae in New York last evening.
