NOYES... ‘The Evening Star has a regular. permanent bona fide daily circulation more than treble that of any other daily paper published In Washington, and cqual to that ef all the other daily papers here added together. Although some of the New York city news Papers adopt a hopeful and semi-satisfied tone regarding the results thus far reached in the Jacob Sharp investigation, it is difficult to see where the victory comes in. Mr. Conkling and his colleagues have made it appear very proba- bie indeed that the Broadway railroad franchise was bought through the board Of aldermen, but it did not require one to be raised from the dead to make people believe that. It is one thing tocollect moral proof of iniquity and quite another to fasten legal proof of gailt on the suspected parties. The investigation has brought out ina clear light, however, the evils which flow from turn- ing over a great city to be looted by its basest elements. It is becoming one of the most pressing questions of the day how far it is safe to give the depraved and ignorant masses in large centers of population full control over the | property, health and safety of the community, If the respectable elements fn society would take the active personal interest that they should in municipal affairs the evils would not become so scandalous; but beyond an occa- sional spasm of indignation, the decent people are too apt to let the local government go by default into the hands of those who look on the eity treasury as so much booty for themselves and their friends. How callous and defiant these ward “bosses” become is signally illus- trated by the fact that in the very teeth of the Sbarp investigation the New York board of aldermen have just given away valuable fran- ehises for eighty-five miles ot city streets. $$ The Army and Navy Journal publishes an aecount of the skirmish which resulted in the killing of Capt. Crawford which lends strong Probability to the theory that the gallant Officer did not lose his life by accident, but by “wanton assassination.” For the sake of jus tice to ail concerned this unhappy affair should be thoroughly investigated. Our government Should not be content to treat the matter lightly. No one will pretend that the act of the Mexican troops, if based on hostile motives, had any warrant from officers in authority, but it is important, nevertheless, that the power and dign'ty of our government should be felt among the reckless, half disciplined troops on the borde: The tendency towaras simplicity in dress, which is quite English, has begun to alarm the political economists; one of whom writes that were a fashion to prevail under which woman would dress, as men do, in one material of one color, the effeet on the world at large would be worse than a great . famine or pestilence. The women, we are sure, do not wish to bring uni- versal bankruptcy and starvation by cutting off the livelibood of the millions who live by supplying them with raiment, and, for sweet charity’s sake, it isto be hoped that they will resume their ordinary gorgeousness, which is also, in most eases, so becoming to them. $$ ‘The street car strike in New York yesterday ended in a speedy triumph for the working- men. They were strong because they were fight. Their demand was that they should be paid two dollars a day for twelve hours’ work, ‘with a recess of half an hour for dinner. The claim was a reasonable one, and the commu- nity sympathized with them aria endured the inconveniences of the temporary stoppage of work in good humor. The men conducted themselves in an orderly and dignified spirit.
