The chiet topics of Interest, so far as they are interesting at all, are those which affect, more or less locally, the business affairs of the different sections. The government seems to have resolved itself into a board of directors to manage the mercantile interests of a large and scattered population. | ‘Thare are but few topics of an emotional nature under consideration, and those few arouse only the most languid interest. What we hear most about are the tariff, the eurrency, canal schemes, river and harbor improvements, the regulation ot railroad traffic, the tenure of land on the public domain, the compensation of mail steamship lines, the remuneration of Jabor, and the like. ‘This material turn of public affairs Indicates ‘@ slack water time in polities, In which old party tles have lost their force and new ones have not begun to bind. That being so, the country runs along in @ rut, both as to men and measures, and concerns itself chiefly in the regulation of its ordinary business affairs, Rarely, ifever before, has party disintegration reached such a stage as we now witness; tor, up to the war, we always had the evil of slavery to tall back upon as a great moral issue, whatever else failed. And during the war and for some years afterwards, the sectional issue could be depended upon for excitement. But now these two creat themes have become obsolete, and we see the effect of their absence In the discussions on two such subjects as the tariff and the admission of new states. Betore the war, both these estions were intimately | related to slavery, and on that account aroused | the fiercest contentions. But now they are re- garded mainly from the business standpoint, ‘and bence fail to cause much excitement out side of those who are directly interested, How long this Ini] may continue cannot be foretold. It may be interrupted at any mo- ment by asudden complication of our foreign relations, or by some internal convulsion in so- ciety. Slavery, to be sure, has been abolished, but grave inequalities remain in our social system, out of which may arise controversie: fully as exciting as any of those of ante-bellum times. And when the storm comes perhaps the country wili sigh for the peace now ieit to | be so insipid and dull. $$ —____ Mr. John B. Gough, the veteran temperance lecturer, has been showing for some time the wear and tear of platform life,so that one is not | rouch surprised to read that his powers have | failed bim suddenly aud completely in the course of a lecture. He was in the midst of one of bis impassioned appeals when he was at- tacked by paralysis, and had to be conveyed by | friendly hands from the stage, probably never toreturn. He must be added, therefore, to the | surprising number of actors who have recently been incapacitated. For Mr. Gough, though it is many yearssince he left the dramatic stage, ever retained his fondness fordramatic effects and bis art in producing them; and one great secret of bis popularity laid in the fact that a large element in the population who looked | ‘with disapprobation on the the theater could | enjoy in his lectures an evening of mingled faree and melodrama. It was not as an actor, however, that Mr. Gough held bis chief power on bis audiences. For underneath his highly-colore danecdotes and lurid representations of the horrors of @runkenness, which led his hearers through quick alternations of tears and laughter, there ‘was an intense earnestness of conviction and a directness of purpose in his eloquence which made it well nigh irresistible. Allowing for the “slip” In all methods of reform based on the power of sudden impulse, it must be admitted, even by the enemies of emotion, that Mr. Gough’s labors for temperance have been of immense value. And It should be remem- that Mr. Gough himself contended that pledges nd a sudden abandonment of evil habits gre of Aittle value except asa first step in the gradual formation of a better character. ——— ‘The terrible wreck on Barnezat Shoals re- cently, by whieh eleven men lost their lives, <makes an exception to the wonderfully success- fal record of the life-saving service, but isa splendid tribute to the heroism of the men en- gaged in this noble duty. An Austrian bark ‘was driven on the shoals in Friday's storm and fog, and instant help was needed. The ~€ondition of the sea made rescue almost hope- Jess, but a boat's crew put out to the wreck, only to find it already abandoned. The lite boat then sought to regain the shore, when it | was overturned by the storm and the men left to struggle with the angry ocean. Three of the ‘party succeeded in reaching the shore but three were drowned. Of the two boats from ‘the ship, one was upset and all the satlors lost; the other managed to reach land. This inci- dent illustrates the wild work of the life-saving service in battling with the sea. —$—$—$—s = While Mr. Morrison and Mr. Hewitt have ‘een engaged in framing a tariff bill, Secretary Manning bas b~-«n taking testimony from busi- ness men on th= general question of tariff evils, and asa result bas sent Congress an elaborate and important communication, in which he urges radical changes in the tariff system by | enlarging the free list and adopting as a rule | Specific in place of ad valorem duties. This let-| ter, coming at a time when a revision of the | tariff is made a leading topic, ought to be given special attention. It is timely, moreover, in | connection with the investigation now in pro- gress into custom house frauds, for it is held that the ad valorem system 1s at the bottom of most of the undervaiuations which have given ‘the custom house officers so much trouble and robbed the government otf so large an amount j-0t revenue. ——__—+ -=_____ Mr. Morrison's bill to reduce the treasury re- ferve toone hundred millions has developed | one more point of difference between the demo- | ratic party in the House and the administra- tion. In reply to a resolution of inquiry on the Subject Secretary Manning informed the com- | mittee that the proposed reduction was inex- | pedient. But in the face of this opinion, whien they had just sought, the committee by nearly | ® party vote, decided to report the measure favorably.
