District Government Affairs. THE DISTRICT APPROPIATION BILL. The Commissioners have, as already stated, added $10,000 to their original estimates for Public schools, to be used in general expendi- ture, They have also recommended a read- justment of the item providing tor the erection of school buildings, which in their original estimates was $20,000 to $45,000. They had thought to have been able to sell some propert owned by the District, the proceeds of whicl would have covered amount ueeded for school houses, but they have not succeeded in doing so. Mr. Edmonds told a Stak reporter this morning that there were no other changes in the appropriation bill of any importance re- commended by the Commissioners. It was ex- pected that some arrangement would have been made by the Commissioners with com- mittee on appropriations for an adjustment of difference between themselves and Maj. Dye as to the increase of the police force, the Com- missioners’ plan being an increase ‘of only ff teen in number, and that or Major Dye an in- crease of one hundred men. ASKED FOR AN EXPLANATION, Lieat: Kelly, of the seventh procinct station, has been called upon for an explanation regard- ing the complaint made agaiust him by the liquor license board. The paper referred to is simply a license blank, the Value of which was in waste paper. The’ blank was for use of a liquor dealer, who changed his mind about the license he was golng to get, thus rendering the Paper worthless. MISCELLANEOUS. Senator Edmunds has written a note to the Commissioners expressing surprise at the small sum charged him for water tax to July 1, 1886, tor his residence 2111 Massachusetts avente. He states that he began to use P mac water in his house and stables about No- vember 20, 1885, and inquires if he should pay for all the year. The Commissioners have approved the find- ings in the case of Private P.O. charged with neglect of duty and conduct unbecoming and officer and who was found guilty by the trial board and sentenced to be dismissed. He is the ninth archbishop of Baitimore in lineal succession. He was born of bumble parentage in Baltimore on July | 1834. His father took him to Ireland while he was still a child, and he received his first education in that country. On his return he was for some time a clerk in New Orleans. His inclinations, however, led him to the priest: hood, and te began ihe preparatory course of Studies at St. Charles co!lege, Howard county, Maryland, from which institution he was graduated’ in 1557.
