The determination of the electoral count muddle has been indefiaitely postponed by the Senate sending the pending bill back to the committee rooin for repairs. Ordinarily such a procedure 1s equivalent to rejection, but in the Present case {i is not necessarily so. Debate had diselosed a number ot Imperfections In the Dill, and some of its friends thought correstions could be made more easily in the quiet of com- mittee than in open Senate. It was felt, more- ‘over, that the bili failed to close every loophole. It wus still possible for contingencies to arise ‘when there would be an electoral stalemate. And as the object of the proposed legislation was toforestall such a possibility, it was thought best to wait awhile longer and see if every chance of danger could not be foreseen and provided for. It is a curious commentary on legislative hab- its that this bill, which has been sent to commit- tee on account of its shortcomings and imper- fections, has three times passed the Senate, sub- stantially In its present shape, and once with- ‘out a dissenting voice. Se No donbt Mr. Gilbert looked on the check ot $50 which the Harpers recently sent him as royalty on their saies of his works in this coun- try as insult added to injury. At least it would eppear so from the contemptuous fashion in which he treated the remittance. But it may be that the American publishers were not ac- tuated by anything but good motives. The transaction shows how small are authors’ re- turns in an era of cheap books. Gilbert’s Rab ballads and some of his librettos are published by Harpers at twenty cents, and_asa publisher explained the other day before the Senate com- mittee on patents, the usual royalty to the au- thor in such cases is one cent a copy. It would require a sale of 5,000 copies of the ballads to give the authora profitofeven fifty dollars. One of the best selling books In pamphlet form that ‘Harpers publish is S. The subterranean wires be- tween Paris and Nancy, distance nearly half as great, have long been In successful operation, and other shorter lines both in France and Germany have entirely taken the place of air strung wires with the most satisfactory results, alike to the public and those directly inter- ested in their operative and financial success, And yet the telegraph barons of the United States have the assurance to assert that under- ground telegraphy is as yet a doubtful experi- ment, while otherwise intelligent men in Congress, state legislatures and city councils affect to believe them. But does any one think ® person whose pockets are not stuffed with free passes can entertain this view, in the face of all the facts? ee — Just now there is quite a lull in congressional proceedings. The flamboyant promises with which a session always opens have given place | todull routine. The committees are supposed to be hard at work, and pretty soon we may ex- pect to have bills come pouring in for a place om the calendars, Thus far little has been ac- complished in the way of legislation, except to provide for the presidential succession. At this rate, it will soon be time to trot out the in- evitable “do-nothing Congress” headline. —— The Duke of Edinburgh appeared at St. James’ Hall, in London, Saturday night, “posi- tively for the last time,” as a violin soloist, as, according to announcement, he is about to join the fleet in the Mediterrancan. Judging from the comments of the critics, it mi: in the manner of the Lord High that a royal soloist is high upon the list of those ‘who won't be missed. a By degrees the ocean ferry is getting nar- rower, judged by time, whick is now the measure of distance.
