The caucus committee had really nothing to report beyond ‘the fact that the President saw no objection to the Senate having papers on file in the depart- ments respecting nominations, but that he would not consent to furnish his reasons or hav- ing made appointments. If anything occurs to make a caucus necessary the chairman is im- powered to call one. It is said that the anxiety ot some democratic Senators to have the President refuse to submit papers on Mle respecting nominations to the nate arises more from personal embarrass- ment the publication of such document« may cause them than from a destre to maintain ex- ‘ecutive dignity. Itis understood that the pub- lication of such papers would disclose the fact thatin some cases Senators have, while pro- fessing an active interest in behalf of one ap- piteant, alligently pressed another for the place sought So long, of course. as all papers of appli- cants and appointees remain buried in the files of departments the men who had only the pre- tended support of their Senators must remain in ignorance of the deception practiced upon them. There are democratic Senators, how- ever, who have no cause to fear the wrath of thelr, constituents, and they have counseled the Presicent to furnish the papers relating to appointees to be sent,to the Senate when called for. This advice* was given by some, if Rot all, of the caneus committee, and so far’ as gan be ascertained the extent of the information which the Senate will get will be in Papers and them alone, as it seems to be distinctly un- derstood that the President will not formally explain his reasons to the Senate. At thesame time, it is understood that the President is Willing to give Senators who may call upon him individually information with regard to nomi- nations, the fitness or character of which is questioned. OUR COAST DEFENCES. Report of the Fortifications Board. ONE HUNDRED AND TWENTY-SIX MILLION DOL- LARS NEEDED FOR COAST DEFENSES. It Is expected that the Secretary of War will submit the report of the fortifications board to the President this afternoon, to be transmitted by him to Congress. The report is a very ex- tensive one, and goes into all the details of the necessities for complete coast defenses. The ap- pendicesare very voluminous. [t is estimated that the amount required to place the coast de- fences in a thorough condition is $126,000,000, It is recommended that an appropriation of $21,000,000 be made at this session of Con- gress, being the amonnt required to se- eure the necessary plant for beginning the construction of tite needed heavy guns Such an appropriation is necessary, as it will require a large. contract to warrant manu- facturers in erecting a plant to enable them to furnish the steel forgin; an foundry board some time ago recommended the estab- lishment of two government founaries, ono at Washington and tho other at the Watervitet arsenal. The fortifications board do not make any recommendations as to localities, but stite that two Joundries are necessary.’ The Fecummendations refer entirely to fortifications and make no provisions for the navy exeept s0 foras torpedo boats are concerned, which will form a part of the coast d a — The Pay of Goverment Printers. PROBABILITY THAT A BILL WILL BE REPORTED IN THE HOUSE INCREASING IT, ‘The House labor committee will probably re- porta bill to the House increasing the pay of the printers in the Government Printing offiee to 60 cents per 1,000 “m’s,” or 50 cents hour. This was the rate paid prior to 187 which time it was reduced to the present rate of 50 cents per 1,000 “m's,” or 40 cents per hour, The printers complain that the charac- ter of their work is such, and the rules so strict, that they can not make as high wages as the: could ai these rates in a news) Public Printer Rounds condxmed these state lcuts, in answer to questions put by the cor mittee yesterday, but made no recomimenda- tion nor suggested the propriety of raising the rate, The printers claim that they cannot inale more than $700 to $800 per yeur at the present | rates. TESTIMONY IN THE CASE OF W, H. DEMPSEY TO-DAY. Yesterday afternoon in the trial, 1n the Crim!- nal Court, of Wm. H, Dempsey on the charge of presenting a false claim on the bureau of medicine aud surgery, Navy department, wit- nesses testified to the routine of the depart- ment and the non-delivery of the goods claimed to have been furnished. This morning the first witness examined was Mr. H. J. McLaughlin, who testifled that there was no ‘such firm as H. J. McLaughlin & Co; that he presented the wecount in question at Ube instance of Mr. Demy who sald that the goods were notin his line, collect the money on the vouchers; that he went with Dempsey to the navy pay office and the vouchers were placed belore bm to sign, and he signed them. ‘On cross-examination he dented that he tool the check to Dempscy and asked hiiia to cash it. He identified a note held by Dempsey, given in 1877, but said he had no recollection ér it. Lake K, Joues testified that bp met Carrigan on the morning he lett the city, and went with him to Dempsey’s; saw Carrigan atterwards; he had money then, and gave witness $1. with which he boight hun a tieket and Carri- gan left on the 12:05 train, On cross examination Witness said that he had been indicted in connection with Carrigan —four or five indictments—und as to about. dozen vouchers. Had presented a large number and divided with Carrigan. ‘The cases against him had been nolle Mr. Walker was further cross examined. ‘The government offered the papers in evi- dence; detendant objected. The court over, ruled the polntand the papers were read in evidence. Beecher L, Thompson testified that up to August 4th, 1882, he had been aclerk to de- Jendant; that he had seen Carrigan and Kirk- wood frequently in the store. Dr. Van Ryben testified he went to the bureau in February, 1884; saw defendant in Kirkwood’s room several times after that tline. Marsh B. Clark testified to having seen Demp- sey at the bureau talking with Cai also with Kirkwood. — Daniel Carrigan was called, Mr, Wilson objected to his’ being sworn, stat- ing that he had been convicted, whereupon a long argument ensued. THE COMMISSIONERS ANDTHE MOUSE COMMIT: TEE. ‘The District Commissioners called at the Dis- trict committee-room of the House by appoint- ment today, to meet the sub-committee on Ways and means for the District. By some misunderstanding some of the members. Sub-committee cafied on the Commissioners at the same time, and thus missed connection. Representatives Compton and Davenport re- ceived the Commissioners, however, and Dis- trict affairs generally were informally discussed. It was determined that the Commissioners and the committee should confer upon District mat- ters as they came up for consideration from time to time, 90 that the committee might be fully informed as to the needs of the let, ‘THE SCIENTIFIC BUREAUS. ‘The joint commission appointed by the last Congress to consider the propriety of consoli- dating the scientific bureaus of the government, have concluded the ex- amipation of Witnesses, and will now make up thelf report. It is probable that some sort of reorganization will be advised with regard to the signal service, and it may be entirely sepa- rated from the military service. A SUMMARY OF THE CASES TRIED BEFORE THE COURT OF CLATHS. The annual report of the Attorney General for 1885, which has just been printed, shows that the number of enses docketed in the U.S. Supreme Court at the October term, 1884, was 477. It states that in ten sults against the District of Columbia, aggregating $108,744.60, judgment was given for defendant; in nine suits, claiming $155,598.67, judgments exgre- gating $27,316.01 were awarded claimants, 17 suits, aggregating $2,227,5635.38 were dismissed under the rutes or by consent. In four cases judgments were recovered on counter claims in tavor of the District tor 86,626.12.
