A scheme to this effect was seriously debated among the revenue-reorm leaders in the Forty- eighth Congress, but never came toa head. The argument then as now was that losses In the East could more than be made good by gains in the West. It is notorious that several states im the Northwest whieh may be depended upon to vote the republican ticket on “stalwart” issues are very shaky on the protective tariff theory. It isbelieved by the more sanguine and aggressive free-traders that here Is.an opea- ing for @ new departure. They chafe under their present alliance with protectionists, and they feel that a new party,on the lines sug- gested, would be homogeneous, honest and ‘powerful, It will not do, however, for them to ignore the Inroads which the protective policy has re- cently made in some of the Southern states. Heretofore the South has been as solid for low tariffs as on the sectional Issue. But the devel- opment of the manufacturing and mining re- souzees of that section has moditied jocal views ‘until in some regions a strong protection Inter- est prevails. And this feeling seems to be ex- tending. Hence, it is taking too much for granted to assume that the South would throw its solid vote for a specitically low-tariff demo- cratic party. a It fs quite legitimate and proper to talk about sueh weatheras this. Even if we ordered cannon from abroad we should have to wait some time before we could get them. And considerations of national safety urge the manufucture of guns on our own soll. —————————— Parliament opens to-morrow with the fature very uncertain. The session can scarcely fail to be stormy, and it would not be surprising if it were found impossible to do anything, and if @ new election were to be held. Parnell, in a recent interview, gave this as his opinion. But, whether long or short, the session will be of momentous importance, and its proceedings will be watched with the keenest interest by the outside world as well as in England, ——_—__- The West Virginia edition of “Snowbound” ‘will not be very popular.
