REPRESENTATIVE WILSON FAVORS THE SUBSTI- TUTION FoR IT OF THE LICENSE SYSTEM PRO- POSED BY THE COMMISSIONERS, Representative Wilson, of West Virginia, who was on the District commiitce last session, says he thinks that the personal tax system of the District ought to be replaced by some such License system as that proposed by the Commis sioners last session. The personal tax system, be thinks, is a failure, and a license system might be adopted that would be more nid much more isfactory. It ought to be tried anybow. The only trouble In the way of the passage of such a bill is this, that the members of the committee have ideas formed in their own bomes, where the conditions alws differ from those here, and when they come together they cannot quite agroe. The New Legislature and the U. & Sematorship — The Contest for Con- ‘* Efforts te Defeat Warner Miller, Ete. ‘Special Correspondence of Tax Evmwrse Stam. ALBANY, Dee. 31. Although Senator Warner Miller's term does not expire until 1887, the contest for the om ganization of the two houses of the legislatare,. which assembles on January 5th, has shaped itselfalmost wholly with reterence to the elec tion of his successor. The turns of republican politics in New York state tor three years past have hinged chiefly on the personal antagonism of ex-Senator Thomas C. Piatt toward Senator ‘arner Miller, Mr, Platt has never forgiven Mr. Miller for winning bis seat in the United States Senate from him in 1881, and his sole ‘aim in polities has since been to retire Mr. Mil- ler to private iife at the expiration of his term in the Sonate. In 1882 Mr, | Piatt and Mr. Milier “led respeetively the Folger and Gornell torees In the conven Hon. and victory iu the convention resied with Mr. Platt. “The overwhelming defeat of iger kept Mr. Piatt in the background in the convention of 18S, and Mr, Miller was abie to Organize the legislature of 1884. Miller's ‘Mon as the hait-vreed jeador in the state, and Platt's opposition to President Arthur forced the two into unnatural alliance at the state convention which elected delegates to but as seonas Mr. Biainc was nominated ich-up truce was broken, and War was re sumed for control of the state committee. It was at this time that Senator Miller threw hime sels into the arms of bis traditional enemies, and formed acombinaiion with Mr. James D. Warren, the stalwart leader, which was cesaful "in nizing the ‘eommitice. The Miller-W arren half-preed stalwart combination has since been one of the two big forces in repub- lican politics. Last year it failed tn ite a 0 elect & speaker of the assembly, and would bave failed in its endeavor to prevent the election of Levi P. Gorgell, The two are unquestionably the shrewdest republican managers in the state. The measure of their successes in spite of the intense ae! against them is evidence of their skill. They have acted from different motives in their oprosition to Mr. Milier, With Mr. Platt itis revenge, It is ambition fo fill Senaior Miller's chair with @xe Gov. Cornell. Mr. Platt has hitherto been the leading member of the combination, At the Goarcd Me Thon last fall, ep Mr. tony wd es r.
