They claim that the legislation which was designed to pat a stop to Chinese tinmmigration has not proved effectual, aud they insist on more stringent meas ‘The statement is made that 18,000 Chinese have entered the country during the year, of which number at least 4,000 came in fraudulently. Congress will be asked to pass legislation that shail hereafter peremptorily shut out these people from our borders. It will be necessary to look this question, and the whole broad question of immigration, frankly In the face and to deal with it soberly and wisely. It is not unifkely that the time is near at hand when the country will find it de- sirable to change its historic policy of hospital- ity. Many people have an idea that it is part of our duty and mission to offer an asylum to the poor and oppressed of other nations, but we are under no obligation, either political or moral, to assume such acharitable office for distressed mankind. In the past we have welcomed the Stranger, not wholly from benevolence, but in part at least because we could advantageously set bim at work. We felt we had a large con- truct on our hands in the shape of @ continent to subdue, and we were glad of stout hearts and arms from abroad, Bat times change, and we change with them. On every side the ery now goes up that a crowded population is making competition fierce and the chances of success in each case Jess. Labor is organizing from Calais to San Francisco to protect Its wages against this surg- ing sea of supply. In this emergency it is a grave question how to treat Immigration, and especially such immigration zas holds itself aloof from citizenship and native society; and it is not a equstion to be settled by cant and the reiteration of commonplaces. If the majority of the people of the United States do not want any more foreigners of this undesirable class to settle here, they have a perfect right to say so, and to put their preference into law. The death of the richest man in the world naturally gives an oceasion for certain obvious reflections on the vanity of wealth. How use. less are all those bonds now; how indifferent is that cold and silent corpse to the splendor with whieh ft fs surrounded! If the former owner of all these possessions can now, from another sphere, review is ilfe upon earth, any satisiac. tion that he may feel will be due not to the fact of possession, but to the manner tn which he sequired his fortune and the use he made of it, It may be suid of Mr. Vancerbilt that neither in @ business nor a social sense did de use his xreat i to disturb the public interests. He had no taste for speculution or for ostentation. His business properties were mauaged as in- vestments, and if the stock of the New York Central railroad, with which he was identified, has fluctnated of late years more widely than before, the causes are not traceable to a willing- ness on the part of Vanderbilt to trade on his reputation. As a man, the dead millionaire ‘was devoid of spectacular qualities. His incll- nations, like his interests, were on the side ot order and good government. As he grew older and felt the weight of years he withdrew him- self more and more from active pursuits though he could not escape the cares which ac! company the advantages of property. So far from wealth warding off the inevitable sum- mons, it probably hastened it, for he came of Fugged stock, and had he continued tolivea life of out-door toil and of freedom from great responsibilities in which he spent his youth, he might have reasonably expected the full lease ©f three score years and ten, if not the four score and more of his sturdy father. ——$—$ ‘The report of the Secretary of the Treasury which, by usage, accompanied the President's Message, is well worthy of attention in con- Junetion with the views of the Executive. The President and Secretary are thoroughly in a¢- cordon financial measures, but thé latter dis cusses them with much greater fullness than was practicable in the President's message. From reading Mr. Manning's report one may get «clear view of the vast and complicated machinery of the government. Of special in- terest are the features of the report bearing on the silver poliey of the administration and its tariff attitude. Secretary Manning is out- spoken in his opposition to farther silver coin- age at this time. resting his argument largely Upon the loss that will ensue to the poorer classes of the population If gold is driven from ¢ireulation. A cheaper dollar, he says, means a poorer dollar, and a poorer dollar reduces the ‘wages of labor.
