_ THE EVENING STAR WASHINGTON: WEDNESDAY... CROSBY S. NOYES. The Evening Star has « regular, permanent | 4 Universal Pronouncing Dictionary of Biography bevn fide daily circulation more than treble that ef any other daily paper published in Washington, and equal te that ef all the _sther daily papers here added together. President Cleveland, so far from relenting to. wards the office-seeker, actually seems to be hardening his heart. His edict of yesterday, White House to him and bis “in- both, is one of the most painful snubs which has ever been administered to the eager patriots who wish to serve the old flag for closing th florence’ small appropriation. Bat to those who appreciate the duties of the President and who know bow the performance of these duties ts obstructed by the demands of piace-bunters, the new rule will commend itself aseminently Just and appropriate. For eight months, covering his whole term of office thus far, the President bas been besieged by those who ask the favor of piace. It is time, now that the session of Congress approaches, that the President be relieved from their importu- nity in order that he may be able to prepare bimseif for the questions of the winter. ‘The growth of the country and the modern systems of rapid transit make necessary some Umitation of the freedom of approach to the executive. The President of the United States is out of al! comparison the most easily ap- Proaehed of the world’s rulers. The humbiest citizen can walk into his reception room, unat- tended and unheralded, introduce himself, and gain a personal interview. The President's time is at the disposal of the man whose claim to attention 1s that he voted for Jackson, or has machine by which persons can littthemselves by their boot straps. Bridal couples call on him as an essential part of the honeymoon, and all politicians of any note insist on making his personal acquaintance. If the hours of the day could be multiplied to keep pace with the popalation of the country it might be possible for the executive to keep open house to all comers. But if President Cleveland had as many arms as a Hindoo god he could not cope with the mo} of sight-seers and patronage brokers which pours into the White House, or would pour into it, if all restraints were removed. The line must be more and more sharply drawn, not in a spirit of exclusiveness, as the unthinking may claim, but in defense of the publile interest ————— It is seldom nowadays that the old-fashioned style of murder for money is attempted. Hom- icide for pay Is out of date, at least at retail; the professional soldier still survives, as a wholesale homicide at large. But it s quite uncommon at the present day toengage a ru! fian for a fixed sum of money to take life. Hence the recent attempt of a Baltimore family to get rid of an obnoxtous woman by this means naturally creates a sensation. In the “good old times” a lord or gentleman who wanted a disagreeable person knocked on the head and quietly disposed of, could gener- ally find @ villian who would execute such a commission for a small purse of gold. Shake- speare writes of the “first murderer” and the “second murderer” in his plays, as if homicide in the epochs described was a recognized and rather crowded and flourishing vocation. In those days, the really first-class murderer, who could turn off a neat job, was, no doubt, a per- son of some distinctionjand the admiration of ail the small boys who were practicing their skill on files, or at the furthest, on cats. But times have changed. The age of chivalry, with all its humbug, ignorance, vice and bru- tality, is, happily, past, and, with {ts other characteristics, the professional paid assassin isno more. Hence, it was very risky to open negotiations even with the vilest and most desperate scoundrels of a great city looking to murder for pay. The consequence in this case was that the scoundrels first took the fee for shedding blood and then told the police all about the plot,—greatly to the inconvenience of thetr wealthy patrons. ——— Baltimore is having a lively election all by it- self today. The immediate contest is over municipal honors, but itis supposed that the Tesult will affect Senator Gorman’s chances of Te-election, so that the returns will have a more than local interest. The independent move- ment is rather formidable, but the regular democracy, led by Gorman, have whatever ad- ‘Vantages may be derived from possession of the election machinery and a pretty intelligent idea bow to work it to the most advantage. —$<$$——— The fact that there are ninety-five almsgiving societies ia Washington will be news to most people, and as the Rev. Dr. Glesy sald last night atthe meeting of the charity organization so- ciety, it is @ wonder under the circumstances that the whole city is not reduced to pauperism. Indiscriminate and wholesale alms-giving, such as the above figures imply, is absurd. and de- feats the proper end ot charity. ——$——$<$<— Mr. Henry George, the socialist, goes to the trouble of copyrighting a fourand a halfcolumn newspaper article entitled “Protection or Free Trade?” It seems to us this Is giving the Ubrarian of Congress unnecessary labor. A paper of that length on that subject is sufficient protection in itself, not only against cepyists, bat against readers as well. The democrats are talking more hopefully of their prospects in New York state. A special effort has been made to enlixt the in Hill's behalf, with apparent success. Both | Parties are now loudly ciaiming the state, and Hlaxcxaxr Prasoronres OVER 15,000 NOW IN USE. The splendid record of these Instruments, folly attest their worth.
