THEEVENINGSTAR _| WASHID that of any other daily paper published Washington, and equal to that of all the other daily papers here added together. ‘The latest developments in what 18 called the Wissabtekon mystery will serve to discredit the force of “circumstantial evidence” in mur- der cases. A mutilated and decayed body was found in Wissahickon creek last spring and ‘was identified as that of a butcher named Stahl. ‘The remains were delivered to the bereaved relatives, who buried them with all due grief and respect. The next step was to ascertain the marderer, and suspicion rested on one Die- terle, Stabl’s employer, who, It was thought, had a motive for such adeed. In the opinion of good lawyers the evidence against Dicterle ‘was convincing, and it was by good luck more than anything else that he escaped the hang- man. But now comes a man named Wilson, who eases & burdened conscience by a confession That he is the criminal in the Wissahickon mystery, and that the victim was not Stabl, but a Mr. Daly, a farmer living near Philadel- phia, with whom Wilson had some trouble. Clreumstances go to support Wilson’s story, and {t is probably the trueone. Hence, unless there were two parallel tragedies, which ta altogether unlikely, Stahl's relatives have | mourned over and buried the wrong body and suspected the wrong person as the criminal. ‘The incident shows how cautious the courts should be in accepting this whole class of evi- dence as conclusive in ital cases. a Mr. Potter Palmer has resorted to an inge- uious scheme in his Chicago hotel to break down the “tipping” nuisance. He takes the ground that he pays the servants for their work and that the extra moneys given them by guests for service, belong to him, and hence he obliges the waiters to turn over their gifts to the hotel. The policy is said to work like a ebarm. The patrons of the hotel do not care toadd to their per diem by gratuities and the waiterssee no advantage in taking fees which have to be promptly handed over to the pro- prietor. The scheme is commended to hotel men in general. There is no more sense in “tipping” a waiter or bed-room servant who is fathful and obliging than a prompt salesman oran efficient helper of any sort. The system is an outgrowth of the aristocratic caste basis of society in Europe, and should not get a foot- hold bere where labor ts held to be honorable and paid for on its merits. a The Congo country is very wonderful, no doubt, and it certainly has a very stimulating effect on the imagination. The latest yarn from that region comes in the shape of a report of a desperate fight with cann!bal warriors of botn sexes on the Kasai river, where the boatsof the intrepid navigators were also opposed by thou- sands of hippopotaml. A female cannibal war- rior attacking an European invader on the back fs hippopotamus would be rather a pictur- esque object. But the intrepid discoverers vanquished thelr fierce but untutored foes; they always do. For if rifles and other ordinary weapons fail then they have recourse toan arm known as the long-bow, in the use ot which these travel- ers excel all creation and are invincible. $$ ‘The court of Alabama claims have decided to goright along and trust to Congress to pay the walaries in dispute. Congress at this rate will take om quite the character of acourt of ap- peals. The steamship compunics are to protest against the subsidy rulings of the Postmaster deneral, the anti-civil service reform demo- rats are to try to wriggle out of the grip of the new law; the silver men are to appeal against the coinage policy of the administration; the cattle barons mean to fight for their privileges, andsoon. But men with a grievance have in ‘the past generally found Congress a very un- satisfactory tribunal. I ——— ‘The elections in France have resulted in large gains in favor of the conservative elements which for one reason and another antagonize the present government. The reaction, it would now appear, {s not sufficiently strong to upset the administration, but will make it much less powerful. The result is due, appar- ently, tothe dissatisfaction that prevails over ‘the shortcomings and blunders of the cabinet, which it must be said, has not been very fortu- nate in either its foreign or domestic policy. ————— ‘The customary canvass of Obio, which is made by both parties before the election, results, as usual, in aciaim by each that the prospect favors its chances. But both parties put in a saving clause in the shape of doubt as to the prohibition vote. Dr. Leonard, the prohibition candidate, has made a very vigorous campaign in spite of the worriment his opponents caused hhim on account of the faith he displayed in the curative uses of alcoholic stimulants, and it is now sald that the temperance vote will proba- bly tip the balance. Only one week remains before the election. es Bi fabulous report that a great body of to which the name of lake Mistassini was given, lay hid in the wilderness of northern Canada has been exploded by scientific re- search. It seems that tne lake is onjy 125 miles long by 15 or 20 miles in breadth; not an insignificant sheet of water, to be sure, but small in comparison with the chain of great lakes which it was said toexcel. Lake Superior still holds the championship. ——— This is the “bombsheli” season. One can Searcely pick up uewspaper without finding that on of these uncomfortable projectiles 1s about toexplode in the eamp of the opposite Party. Fortunately the casualttes are not, as @ Tule, om ascale with the rucket or there would be mighty few combatants left, ——_——. += ____ It is thought tha: Mr. Hendricks has not yet exactiy caught on to the President's views on the civil service commission.
