Tuis bill has met the approval of many of the veterans, but the elvil service refornr association has issued a circular addressed to them, in which they are appealed Yo wo resent the bill as an insult to their intelll- gence and patriotism, as it implies that the ‘Veteran “is not the equal of other citizens, and pletures him as a whining and incapable intriguer, sneaking in to steal away the rights Of his neighbors.” 5 If it be granted that the operation of the civil service rules is to elevate the service and give every one a fair chance to enter it, the logic of the circular cannot be impugned. It is not for Union veterans to ask for a class privilege which would demoralize the public service.
