The members of the cabinet must each write a report outlining his administrative views, which must be able to bear critical and not altogether friendly Inspee- tion, And, above all, the President must pre- pare a message of exceptional importance, touching, as it will, on matters on which flerce differences exist even in his own party. Evi- dently the administration has something to do beside deciding between rival candidates for fat offices and consulates. —— Mr. Colman, the new Commissioner of Agri- culture, hus changed the method of distributing seeds to Senators and Heprexentatives in auch a yay that these persons will searcely appreciate. Heretofore their share of seeds has beeu sent ‘them without regard to the fitness of the soil of ‘their districts for growing the product. The Commissioner has changed all this.
