THE EVENING STAR. WASHINGTON: TUESDAY. ‘The Evening Star has a regular, permanent bona fide daily circulation more than treble that of any other daily paper pubhiuhed in Washington, and equal to that of all the ether daily papers here added together. It is announced that Sir Michael Hieks-Beach will open the electoral campaign for the con- servatives by aspeech at the ancient borough of Cirencester on the 15th Instant, The contest will be one of the most {mportant, and doubt- less one of the most exciting in the history of England, and will be followed with Interest ail over the world. The recent extension of thi franchise will enable two million persons to ex- sreise the right of suffrage for the first time, » feature of the election which, of itself, invests ‘with a unique character. Then the almost sevolutionary attitude of Ireland adds another feature of the greatest interest. A third ele- ment of excitement lies in the communistic tendencies of the radical wing of the liberal party. The moral questions that have recently come to the front in London will also enter the campaign more or less directly. The laws of trade in thetr political and social relations will be vigorously discussed, and the imperial in- terests of the kingdom ax well as its domestic soncerns will furnish still another text for heated controversy. <> o ‘This is the last day of grace for the cattlemen who were ordered off the Indian lands, but as they are evidently endeavoring to comply with the President's proclamation they will be given 4 few days extra time w complete thelr emigra- don. Fully half the stock has already been re- moved and the remainder will tullow shortly. Lhis shows how taise was the claim that they required at least a period of one hundred days toclear out, a oo Mr, Clifford Lioyd, an English official in Ire- ‘and, has Written a bold letter to the London Times, in which he declares that Justice and prudence require the most radical reforms fa England's methods of government in Ireland. He ciaims that within # very lew years there has bee marked change in the politic. sentiments of the Irish, due to the rapid spread of democracy. To ali intents and purposes the government of the island is now vested in the land league, which is only another name tor Mr. Parnell. It is time, Mr. Lioyd thinks, for England to recoguize the facts and to act upon them; separation is impossible, but Ireland should be given the fullest liberty in regulating herdomestic affairs. Local self-government is Mr. Lloyd's panacea, and it is one which we pn this side of the water can recommend from our own experience. —— For years American cheese has been exported to England in large quantities, and, finally, it appears that the London Times bas learned of the tact and admits that the tamous Cheshire cheese is in danger from the competition of our dairies. But if the Cheshire cheese is doomed, that magnificent and renowned animal, the Cheshire cat, still purs and smiles, queen of its kind. $< 2 Teiseaid thatanew torpedo boat has been sonstructed which can steam under water and atiaek ships without danger to herself. This idea is not a novel one, but all attempts to real- ize it have thus far failed. Ifa boat of this de- seription ean be bullt it would revolutionize Raval warfare, as the elaborate defences now employed to protect ships would then be worse than useless. ew The Rhode Isiand manutucturers notify See retary Manning that they do not care to reply- Ww his circular on tariff reform because all they want is to be let alone. They say that business ispioxing up a little at last, and that it would in- terfere with this improvement to have the tarift agitation resumed. There is much tobe said om tis side of the question, especially if the surplus fallsoff, as it did for August, toa small margin. The dreadful rumor comes from New York ‘that thesiiver currency positively will not cir- culate. This is sad but not unexpected. People do not like totake their money around ina wheel-barrow when they go shopping, and no amount of Treasury devices can inveigle them into the habit. The world hassimply outgrown the use of lumps of mineral for mont $a New York sports should not trifle with Tex- ans; they are loaded, as swindler Davis found out yesterday when he tried to pass off a paper- stuffed bag for one filled with greenbacks. “He tried torob me aad I shot him,” concisely ob- served the Texan, as the crowd rushed in to see the dead body. ‘The cable tramways in New York and Phils- delphia are so far not a success, How r you friend oyster?
