WASHINGTON: September 1, 1885. of any other daily paper published in ashington, and equal to of all the daily papers here added together. It is announced that Sir Michael Hicks Beach will open the electoral campaign for the con- servatives by aspeech at the ancient borough of Cirencester on the 15th instant. The contest will be one of the most Important, and doubt- less one of the most exciting in the history of England, and will be followed with interest all over the world. The recent extension of the franchise will enable two million persons to ex- arelse the right of suffrage for the first time, a feature of the election which, of itself, invests ‘with # unique character. Then the almost sevolutionary attitude of Ireland adds another feature of the greatest interest. A third ele- ment of excitement lies In the communistic tendencies of the radical wing of the liberal party. The moral questions that have recently come to the front in London will also enter the campaign more or less directly. The laws of trade in thetr political and social relations will be vigorously discussed, and the imperial tereste of the kingdom as well as its domestic soneerns will furnish still another text for heated controversy. a ‘This is the last day of grace for the cattlemen who were ordered off the Indian lands, but as shey are evidently endeavoring to comply with dhe President's proclamation they will be given 4 few days extra time to complete their emigra- don, Fully haif the stock has already been re- moved and the remainder will follow shortly. This shows how false was the claim that they required at least a period of one hundred days to clear out, —— Mr. Clifford Lioyd, an English official in Ire- ‘and, has Written a bold letter to the London Times, in which he declares that justice and prudence require the most radical reforms fn England's methods of government in Ireland. He claims that within a very tew years there has beeh s marked change in the politic.) sentiments of the Irish, due to the rapid spread of democracy. To ail intents and purposes the government of the island is now vested in the land league, which is only another name tor Mr. Parnell. It is time, Mr. Lloyd thinks, for England to recognize the facts and to act upon them; separation is impossible, but Ireland should be given the fullest liberty in regulating berdomestic affairs. Local self-government is Mr. Lioyd’s panacea, and it is one which we on this side of the water can recommend from our own experience. —-=__ For years American cheese has been exported to England in large quantities, and, finally, it appears that the London Times bas learned of the tact and admits that the tamous Cheshire cheese is in danger from the competition of our dairies. But if the Cheshire cheese is doomed, that magnificent and renowned animal, the Cheshire cat, still purs aud smiles, queen of its kind. Iiseaid that anew torpedo boat has been sonstructed which can steain under water and attack ships without danger to herself. This idea is not @ novel oue, but all attempts to real- ize it have thus far failed. Ifa boat of this de- Sefiption can be ballt it would revolutionize Baval wariure, as the elaborate defences now employed to protect ships would then be worse than useless. ee The Khode Island manufacturers notity See retary Manning that they do not care to reply- te his circular ou tariff reform because all they want is to be let alone. They say that business ispiocing up little at last, and that it wouid in- terfere with this improvement to have the tariff agitation resumed. There is much tobe said on this side of the question, especially if the surplus fallsoff, as it did for August, tow small margin. ——————— The dreadful rumor comes from New York ‘that thesiiver currency positively will not cir- culate. This is sad but not unexpected. People do not like totake their money around ina wheel-barrow when they go shopping, and no amount of Treasury devices can inveigle them into the habit. The world hassimply outgrown ‘the use of lamps of mineral for money. $< New York sports should not trifle with Tex- ans; they are loaded, as swindler Davis found out yesterday when he tried to pass off paper- stuffed bag for one filled with greenbacks. “He tried torob me and I shot him,” concisely ob- served the Texan, as the crowd rushed in to see the dead body. The cable tramways in New York and Phila- deiphia are so far not a success, How r you friend oyster? Pax.
