NOYES. ‘The Evening Star has a regular, permanent bona fide daily circulation more than treble that of any other daily paper published in Washington, and equal to that of all the other daily papers here added together. The telegraph magnates are still quarreling, jnd In their zeal to win are incidentally letting ‘Rue public get some Interesting glimpses behind the scenes, The latest contribution to the con- troversy is a spicy statement from Cyrus W. Field giving his side of the negotiations be- tween the Western Union and the Baltimore and Ohio telegraph companies. According to Mr. Field, the overtures were made by Mr, Gar- fet, who proposed that the Western Union absorb bis company on the same basis as it had the Atlantic and Pacific and the Mutual Union. To this Mr. Field objected, on the ground that in the cases referred wo, Mr. Gould owned a large Interest in the absorbed companies, and hence he could afford to offer himself as advantage- ous terms as he chose. Monopolizing all the offices in his own person, like Pooh-Bah, in the “Mikado,” It was easy for him to swallow him- self with harmony and profit. In the case of an outsider, however, the feat was more difficult, and should be conducted on strictly business principles, Mr. Field, therefore, suggested that the two companies be amalgamated on the basis of their earnings. This proposition Mr. Garrett decline At this point, Mr, Field says he began to ask Mr. Garrett some very plain questions. He ‘wanted to know the facts about the earnings of his railroad and telegraph companies. Mr, Garrett said that the former paid dividends of 10 and the latter of 5% per cent, Mr. Field re- plied that he dia not wish to say Mr. Garrett lied, but that he was mistaken, and knew less about his own road than the speaker. ‘The rail- Toad, he declared, paid only two per cent on the aggregate investment, and the telegraph, In- stead of being a souree of profit, was running behind at the rate of $35,000 a month. Itis not necessary to decide on theaceuraey of either Mr. Field's information or his report of a conversation. But in the course of the talk he threw out one suggestion which has an addi- tional authority by coming from an expert, and which deserves the serious attention of all railroad managers. He told Mr. Garrett that it was foolish for him to spend a large sum of money to extend his trunk lines, as the through traffic and freight did not pay the companies handling it even now. “There is nota ton of freight carried from New York to Chicago that pays for the carrying,” he said, and he added, “It's the local business that pays.” On this point Mr. Field is unquestionably sound, and it would be wise for the manage- nent of the Baltimore and Ohio to take at least this much of their critie’s advice to heart. In the flerce competition which exists at present, there is no profit on through business, and the railroads must depend for dividends on their Jocal trade. Such action by Congress would put an end to the present dual authority in the de- partment and serve thereby to better its disci- pline and efficiency. —————— Senator Edmunds holds fast to the theory he advanced early In the year that the new ad- ministration will be unable to resist the demo- eratle appetite for spoils. He also declares that the majority of the cabinet are not insympathy with the President in his attitude towards the civil service. As to that, time will tell. So far certainly the departments, asa rule, have been conducted on a very conservative basis. Mr. Edmunds is right no doubt in claiming that the republican majority in the Senate hasan influence in restraining the President from making arbitrary and wholesale changes. As pass on the more important appointments it is desirable not to deal too harshiy with republican officeholders.
