Washington, and equal _other daily papers here added together. A notable fuct recorded in the seventh and last annual report of Captain P. V. Greene, as assistant to the Engineer Commtsstoner of the District, is, that the last vestige of the old wooden pavements, so many miles of which e laid in the days of the Territorial govern- Ment, when street Improvements were pushed with feverish haste, Is about to disappear. Fortunately Captain Greene remained In office long enough to complete the task of relieving of this ineubus of rotting wood, and he 's behind him aeity celebrated everywhere for the smoothness and durability of its pave- ments His report, the full text of which is printed in THE STAR today, gives @ succinct account of the present condition of our streets and avenues, and shows the various stages of improvement vy which the present excellence has been attained. He favors Mberal expendi- tures in the future for improving those parts of the city which were necessarily somewhat neglected when large portions of the annual appropriations were required for replacing the old wood pavements. Thus the way has been cleared for Captain Green's successor to devote himself to projecting and undertaking new improvements. Another gratifying feature of the report is the strong grounds it gi for hoping that, before many years, Washington will be entirely rid of telegraph poles, Provision has been made for the gradual removal of pole lines, a consum- mation toward which, this report informs us, ‘Washington has made more progress than any other city In the country. Captain Greene's departure from office, and from the city, which owes much of its present attractiveness to him, is generally and greatly regretted. The best testimony of the intelligence, industry and fidelity with which he has performed his duties ‘here, is found in the satistaction with his work which all citizens feel. es Four years ago yesterday occurred the awful tragedy which plunged the country into shame and terror. A new administration was forming its policy, and the course adopted was obnoxious to the last degree to a powerful fac- tion. The excitement of the time overcame a poor wretched scoundrel, whose foolish loose brains rattled in his head, and the tragedy at the railroad station followed. The detested crime of Guiteau has, however, borne some good fruit. Itsobered the passion of faction and paved the way for greatly needed reforms, Thanks, not to him, but to the horror which his crime in- spired, a public sentiment was aroused in sup- port of a wise plan for modifying the evils of arbitrary patronage, and a law was enacted to carry into effect these views. Both parties en- dorsed the new law in their platforms, and in Particular the successful candidate identified Ahis canvass with it. Mr. Cleveiand’s administration thus far has not, in the main, disappointed those who ex- pected him togive an honest and earnest support to the civil service law. Within the scope of the regulations the employés have not been molested, and in the wider circles where the technical protection of the rules does not ex- tend, there has been a commendable disposition to make changes with caution and reason. It ts, therefore, peculiarly unfortunate for the administration that by what, it is only fair to believe, was a misunderstanding or the practice of a deceit, rather than by intention, the practi- cal carrying out of the civil service law in one of the departments was largely committed to a man utterly and openly opposed to its spirit. Mr. Higgins bas certainly the meritot frank- ness, He doesnot mask his contempt for the President's policy in hypocritical deference, and defeat it by indirect and underhand means. ‘His disregard of its provisions Is open and de- flant. And it must be confessed that some de- gree of success has crowned his efforts to nullify ‘the President's intentions and to bring them into general suspicion. So far as his intluence ex- tends, and if is very considerable, he has de- moralized the civil service precisely where secu- rity would otherwise reign, and where it was Intended to reign by those who framed and who favor the civil service acts, ‘The prompt and emphatic action of Seeretary. Manning, in concert with President Glevelind nd Commissioner Eaton, in the Kellar’ay ointment yesterday, was in refreshing con! trast to the policy which Messrs. Higgins and Chenowith had assumed to be that of the ad- Jninistration.
