During the most of this time Gen. Logan has been on tbe ground himself and personally superintended the movements of his support- ers. The capturing of the 39th distriet was ac- complished by an adroit maneuver in bringing out the full republican vote without exciting the suspicion of the over confident democrats that they were making any effort for success, For this result, which was the turning point in the contest, the democrats have only them- selves to blame. Gen. Logan has well earned his suecess by the indomitable courage and tenacity with which he has conducted the fight, and his re-election must give him peculiar satis- faction after the defeat in the presidential cam- paign last fall. Many demoerats are disposed to place the responsibility of their defeat upon Mr. Morrison for remaining in the field so 1 fier he must Pave been satisfied that he could not be elected. They blame him also for his trequent visits to this city to seek aid from the administration in the way of federal appointments, and assert that this course operated against both him and the party. Not a few attribute their lack of success to the refusal of the President to remove republican officials in Illinois and substitute democrats skilled in wire pulling. The Presi- dent, however, could not have interfered in the fight without a violation of the pledges he had made hetore is election, and his course is com- mended by the better class of democrats. The election of Gen. Logan now gives forty one republicans in the United States Senate with thirty-four democrats and one vacane; Next month aSenator will be elected in New Hampshire to succeed Mr, Blair, who was ap- pointed at the special session to fill a vacancy. Last winter the Oregon legislature failed toelect @ Senator, but an extra session will probably be convened next fall and a republican successor to Mr, Slater may reasonably be expected. The republican majority in the Senate will then be eight, and the party may look to the retention of the control of that body during Mr. Cleve- land's entire presidential term. The only pos- sible way for the demoerats to overcome this majority is for them to capture five states now republican in 1887 and to also retain a demo- erat from Nevada, the legislature of which is now republican. They may secure democratic Senators from Virginia, but it is hardly likely that they can be successful in four northern states. > It is desirable that the city should have the Most extensive facilities for the immediate treatment of injuries and sudden sicknesses, and those who are interested in the establish- ment of an East Washington dispensary and emergency hospital are to be commended for their zeal. The thought arises, however, if it would not be better to have one well supplied institution than two which would be struggling for existence. The Central Dispensary has been in operation for many years. At first it was maintained entirely by private contributions, but latterly it has managed to secure a portion of the appropriation annually made by Con- gress for the assistance of charitable institutions in the District. Even with this aid and the generous contributions of benevolently dis- Posed citizens, the revenue of the Central Dis- pensary is hardly sufficient to meet all the demands made upon it, and the question nat- | 97 PA- AVE. urally arises whether those who have inter- ested themselves in the East Washington project would not be doing a greater service to the community if they should direct their efforts to the enlargement of the field of useful- ness of the Emergency Hospital already estab- lished, and which has already performed such excellent service. In strict justice the victim in this game is the one who ought to have been arrested, even if the perpetrator of the swindle went free. The former was guilty of crime in purchasing what he knew or believed to be stolen property, and he should be allowed not only to lose his money, but be severely pun- ished into the bargain. If there were fewer re- ceivers of stolen goods there would be far less stealing than there is now. They are in fact generally the direct instigators of burglary and sneak thievery. The latest is that of one in Georgia, where two persons were killed, Others injured, and considerable damage was done to property. It is stated that the boiler had been recently inspected and pronounced perfect, but was evidently defective. In most explosions of this kind the cause may be traced to some defect in the boiler which should have been detected by the inspector, and if indict- ments should be found against inspectors for their careless or incompetent work their would be fewer disasters.
