4 THE EVENING STAR. ‘WASHINGTON: EDNESDAY The Evening Star has a regular, perman: bona dde daily circalntion more than treble that of any other daily paper published in ‘Washington, and equal te that of all the other daily papers here added together. The party managers in New York of both sides are looking over the ground ,,ith a view to the struggle which is to come in November next, Both republicans and democrats feel that it is bighly important as a prestige of future suecess to carry the Empire State. The former feel that on a full yote New York will ive a republican majority if there are no dis- fensions in the party, and efforts are being made to harmonize the conflicting factions and present a ticket which will command the sup- port of republicans of every shade ot opinion. A ference of the leaders will, it is said, be held is month to fully and freely discuss the affairs Of the state and the best methods of uniting the entire strength of the party. At present the number of candidates for governor is quite large, and nearly every section of the state has one or more favorite sons. Among those most prominently mentioned as available candidates @re Senator Evarts, Gen. A. G. McCook, ex- Gov. A. B.Cornell, Hon, Frank Hiscock, Hon, Levi P. Morton, Gen. Joseph B. Carr, the pres ent secretary of state; Seth Low, mayor of Brooklyn; Hon. Martin I. Townsend and Joseph W. Drexel. ‘The democrats are also confident of success next fall, and feel that they have an advantage in the national administration which it is be- Meved will aid them as faras possible. Two members of the cabinet, Messrs. Manning and Whitney, are New Yorkers, and are skill- ful political workers, the former being the chairman of the democratic state central com- mittee. To his effective management the carry- ing of the state at the presidential election is largely attributed. The President, as a New Yorker, will, it is held, see the necessity of being supported by his own state. Under ordinary circumstances active administration ald might be confidently looked for; but President Cleve- land has thus far refused to interfere in state Politics, and to be consistent he must refrain from meddling even in his ownstate. What Dis position will be can be better ascertained after the prominent federal appointments in New York city shall have been made. Those who are looked upon as probable democratic gubernatorial candidates are Gov. David B. ‘Hill, the present incumbent; Erastus Corning, Judge Rufus W. Peckham, State Senator J. Hampden Robb, ex-Congressman Roswell P. Flower, and ex-Mayor Cooper of New York. Secretaries Manning and Whitney are both mentioned as possible candidates, although it is not believed that either of these gentlemen Would consent to run unless deeming it abso- lately necessary for the success of the party. ——<—$<— Mr. Gladstone is being taken sharply to task by the opposition journals in London for his arbitration agreement, and it is said that the conservatives will offer a vote of censure of the government because it has failed to protect its interests in India. Russia has apparently made no modification of her claims, and the sudden ehange of front of the English ministry so soon as the vote of eredit was passed is exciting pun- gent criticism. Sir Peter Lumsden’s recall, although asserted to be for the purpose of con- sultation, is looked upon with suspicion, espe- ¢iaily as Gen. Komaroff remains in command at Penjdeh, and the situation is rendered still more uncertain by Lord Granville’s proposition to the Russian ambassador that Russia should guarantee to make no advance on Herat and will recognize England’s protectorate over Af- ghanistan. The war preparations are still con- tinued by both nations, and, though a peaceful outeome seems probable now, it is felt on both sides that a conflict must come sooner or later. In the meantime there will probably be some very lively debates in parliament. ere ae The terrible fatality from pneumonia and ma- laria in Plymouth, Pennsylvania, should be a warning tothe health authorities in seaboard as well as inland cities and towns. The epidemic there Is not accidental, but is the legitimate re- sult.of neglect of all sanitary laws, and its ap- pearance now proves that many places are ripe for the advent of cholera as soon as it shall make its appearance in this country. Aside from careful attention to streets, alleys and sewers, wells, of which there are a large num- berin fils city, should be examined to see if any drainage has percolated into them. Damp cellars and stagnant waste water are also fruit- fal causes of disease, for they poison the airand impair the health of all within their range. ‘There is much waste ground fh the District, and on many vacant lots stagnant water has been allowed to stand until the miasma arising from its green scum affects the atmosphere for squares. Proper precautions should be taken at once, so that if the cholera does come it will ‘find little food to feed upon here. a It is painfully evident that Mr. George Augus- ‘tus Sala didn’t get himself advertised accord- Ang to his desires by his many self-provided in- terviews, while in this country last winter. ‘Talking to an Auckland reporter, since his ar- vival there, the shrinking representative of British modesty said: “The American inter- Viewers are a feeble tribe of preasmen, and put ‘what you are foolish enough to tell them into their own vulgar, wretched slang. What Mr. Sala wants fs taffy; taffy, all the time, and plenty of it. The boys must there- fore be more liberal in passing that article around the next time the great journalist comes to this country, if they want to win his favor. Detectives were employed, at the suggestion of lawyers, to shadow the wife's movements, plots against her virtue were formed, and !t was only by the greatest circumspection and the warning of one Of the female detectives employed to work up the ease against her, but who had become dis- gusted with the vile means used, that the wronged woman was prevented from falling into the trap set for her. Such exposures arouse indignation in every honest mind, bring re- proach upon the legal profession, and show the base uses to which the detective system may be @evoted. << e The result of the experiments of innoculation of cholera which are now going on in Spain will beawaited with interest, tempered by consider- able incredulity. It is alleged that of the sub- Jects thus far treated all have entirely recovered, but the trial has not been sufficiently extensive to definitely prove that innoculation is a pre- Ventative of the disease. Jf that fact shall be established, cholera will then be placed on the Plane with small pox; its epidemics may be controlled, and its fatality greatly lessened. a Itis hoped that there will be harmonious ac- tion between the Infantry and the Rifles in the matter of holding their respective benefit fairs.
