4 TURDAY, APRIL 4, 1885—DOUBLE SHEET: THE EVENING STAR. _ WASHINGTOS SATURDAY CROSBY S. NOYES Fil 4, 1885. a regular, permanent jation more than treble that of any other daily paper p Washington, and equal to that of all the The report of the warden of the Western Penn- sylvania penitentiary furnishes some sugges- tive statistics on the relation of idleness to crime. We all know what good Dr. Watts had fo say on that point, and now a hard-headed, practical jailor bears his testimony, too, that “Satan finds some mischief still for idle hands to do.” According to this report, out of 574 prisoners received last year, never learned & trade, business or profession; 27 had a knack at some speciai calling, and only 70 of the whole number were qualified for any industrial Pursuit. All the rest grew up like weeds in the street, without employment or aim tn life. From these figures the importance of teach- ing a boy some useful trade becomes very evi- dent. The lack of such training is seen to be the chief cause of crime. And the fact is brought out the more clearly by other statistics in the same report, which show that this ab- sence of training is a far more frequent cause of bringing a man within the prison bars than ig- norance or drinking. Of the 574 prisoners, all but 75 could read and write, and only 237 were addicted to drink. $e oe The consumption of coal is a good index of the state of industry and of general prosperity, as it furnishes a measure by which to estimate the activity of manufacturing and the ability of the people to keep themselves supplied with the comforts of life. Hence it Is interesting to Jearn that the coal product of the United States during 1884 was greater by three million tons than during the previous year, and thirteen million tons greater than in 1882. It amounted in all to 99,651,807 tons, and was the largest output in the history of the country. These figures show with what aresistless march the United States advances even when trade is depressed and business men are grumbling. ea The attention of the District authorities is ealled to the article on another page showing the enormous extent to which the oleomarga- rine swindle is carried on in Washington in open violation of the law. Our talented “secret service” force in the prosecution of their various Profitless water hauls seem to quite overlook colossal frauds of the oleomargarine sort, car- ried on right under their nose: ee ee Yesterday the annual ceremony took place at ‘Vienna of the Emperor washing the feet of beg- gars. It was daintily done. The Emperor Fran- eis Joseph, in the presence of a distinguished company, took asponge and touched the fect of twelve selected beggars of the city, and the feet were subsequently wiped by archdukes of the empire:— “And the devil did grin, For his darling sin Is pride that apes humility.” = Whether or not the French government or the Panama canal company is behind the Bar Tlos movement to get control of the republics of Central America, {t is certain that somebody has established a strong lobby in this country to boom that projec $$$ Gen. Grant’s condition has been somewhat easier for some hours, but the relief is conceded to be only temporary, and the fatal termination of the disease may come atany moment. As 0 often happens, the patient's strength may flicker up just before the end, so that the favor- able symptoms may simply be the mark of the final stage. <2 A strange distemper has broken out in Paris, the characteristic symptom of which is a disin- ¢lination to accept office. Cabinet positions are going begging. The disease is in no danger of becoming epidemic in this country. oa Our pretty little war proceeds briskly. It is quite unlikely that our troops will see any fighting, but our naval officers and the gallant marines are going through the motions hand- somely, and we wish them a pleasant excur- sion to the isthmus and back again. ee The ladies will be happy to hear that the ‘Weather bureau promises us a bright Easter. WASHINGTON, D.C. “Oh! you won't succeed.” “You can't keep it up.” “You'll soon find that you've been doing business for glory!” “Ten per cent is too low a profit to pay expenses in the Clothing Business.” The above are but a few of the many mis- taken, but sympathetic, remarks that our kind-hearted rivals have addressed to us ‘since we turned the trade topsy-turvy by giving the people of Washington Fine Clothing at exactly TEN PER CENT ABOVE MANUFACTURING cost. It 5 an old saying that every one knows somebody else's business’ better than he does bisown. We can afford TO SELL AT EXACTLY TEN PER CENT ABOVE cost. ‘True, 50 cents profit on a $5 sale looks very small, but we know what we are about. Suppose, by selling goods quickly, we turn over our capital four times @ year. + ‘That is forty per cent isn't it? And FORTY PER CENT IS A REMARKABLY Goop INVESTMENT, ‘Now you see why we sell low, It is to cap- ture a big trade, and in @ big trade, even at amall prices, there is a big profit.
