Comnni rw District governn on the ground “that t ict has its secret service &s well as the Treasury or any other part of the general governm The public may, or may Bot, agree with the Commissioner as to the necessity for this secret service, but there will be but one opinion, to the effect that the men employed upon that service should have some intelligence and discretion, and sufficient chare acter to be above the temptation to show their usefulness by manufacturing testimony out of whole cloth, or resorting to unscrupulous or eriminal methods to obtain it. The detective methods of procuring evidence fn liquor cases, gambling cases, &c., have re- peatedly received the sharp condemnation of and inone instance lately, where It ‘Was attempted to prove t keeping a house of ill-fame by a det —a married man—who swore to having committed crime 1m the house expressly to procure evidence against the keeper, the testimony was thrown out by the court, the ac discharged, and a stinging reproof was administered by the Judge upon the “detective methods” resorted to for proof. In the present instance, which has called out so much censure, some private animosities seem to have been pursued in employing the detee- tive spies to dog the school superintendent and members of the school board night and day, in the hope that a free use of the drag-net might rake up something somewhere to the disadvant- age of these offici that would Justify their Yemoval. The net result of secret service investigations, pursued for many months, has lately been announced, with a shoutof triumph in the charges— Ast. That Superintendent Wilson habit of indulging in « analia the Franklin school buildir sions whole baskets of wines and boxes of cigars have been used. 24. There are a good many disbellevers in Superintendent Wilson's school methods, but his most inveterate enemy would scout the de- tective picture representing that sedate Presby. terian gentleman in the character of a wild Bacchanalian reveler. And (2d) when it is called to mind that there is no “normal school fund” and no possibility of a shortage there, and that the superintendent has nothing to do with the school funds anyway; and (3d) that the Franklin school butiding is heated by furnaces which are necessarily kept going day and night, whether the superintendent holds forth there or not, and further, that the cost of heating the whole building per 24 hours is but a fraction of the $15 per night alleged to have been spent for heating the superintendent's room alone;— when all these things are considered, the morti- fying exhibit of blundering ignorance—or worse —on the part of the secret service spies is about complete. e But charge 4th, that the superintendent has been detected in “communicating with friends in New England” toget asituation there, seems toshow that our District spy service has been modeled still more closely upon the old world aespotic practices of postal espionage and tam- pering with the letters of subjects. And the supplementary announcementthat the Commis- sioners would not allow the superintendent to leave the city until the charges of cigarsmok- ing, fuel-wasting, &c., had been investigated has the true autocratic ring. Wretched school su- Perintendent! to dare to communicate with friends in New England without permission, or to think of leaving the city without a passport! Really the Commissioners ought tobe ashamed ofthis whole spy business. If they are’sensible they will call in their detective block- heads, and If they want to investigate school Officers or school affairs let them proceed in open, above board, American fashion. —<— + = —___ The death of state senator Bridges yesterday balances that of state representative Logan. Each side in the Illinois legislature has now Jost a man, so that the dead-lock is as firm as ever. All attempts to break the lines have failed, and it looks more probable daily that the legislature will give up the contest in de- Spair, and let Gov. Oglesby make an appoint- ment to tide over the recess, In Arkansas, the rivalry among the candl- @ates has resulted in the success of Mr. Berry, Mr. Dunn having withdrawn in his favor. The pew Senator has never been in Congress, but has had experience in public life as a member of the state legislature, a judge, and governor of the state. He served in the confederate army. but ts not one of the “brigadiers,” as he enjoys the rare distinction of graduating from the lost cause with simply the rank of captain. He lost @ leg in the war, so that there are now three one-legged veterans of the confederacy on the democratic side of the Senate; though, to be sure, Senator Hampton's disability was not due to the fortunes of war. ———— ‘The discovery that Mr. Higgins Is only acting sppointment clerk of the Treasury department, and that his real position is on the “Fraud Roll” of the department, must disarm the mug- Wump opposition to him. Now that the sun has crossed the line, she will, it is to be hoped, see the propriety of turning over a new leaf and leading a more regular life. $$» -—___ ‘The accounts we have of the skirmishing in the outskirts of Suakim, which the English magnify into a battle and a glorious victory, do Rot indicate that the Arabs are disposed to surrender or disperse or be “smashed.” The English seem to have had no difficulty in finding the enemy, but, as in the case of the man who found the bear, their real difficulty day in getting away after discovering their prey. = __ The horse-play and malicious mischief of.a few “fellows of the buser sort” among the Penn- Sylvania militiamen who attended the inaugu- Fation brought discredit on the state, and the offenders should be punished and the losses Sustained by their victims made good. The fate authorities in Pennsylvania can, no doubt, be depended npon to deal with this geandal properly. $$ It is but fair to say,in justice to Mr. Man- Bing, Secretary of the Treasury, that his selee- tion of Messrs. Fairchild, Coon and Graves, as a commission to reorganize the department of the Treasury, is an act in the line of practical eivil service reform. Of this commission, one is a democrat, one a republican and the other an inldependent, and all are reformers. —————- = _____ It begins to look a little bilious for Higgins. Even if he is kept, he will know how it feels to be on the ragged edge, and sympathy ought to make him considerate of other clerks who are on the anxious seat.
