Editor. ‘One feature in President Cleveland's appoint- ments thus far is that all of them are orthodox @emocrats. No recognition, by way of appoint- ment to office, has yet been given to the inde- pendent republicans who supported the demo- eratic ticket. Of course, it 1s too soon yet to assume that this line of policy is to be consist- ently adhered to, but It Is probable that the in- @ependents will be recognized rather by adhe- sion to the reform princtples on which they lay special stress than by the bestowal of personal distinction on their leaders. It ts doubtful, moreover, if the President gratt- fies thetr desires and expectations fully even in this respect. It is not likely, for Instance, that he will reappoint Postmaster Pearson. of New York, which many of the Independents put for- ward, though without good reason, as a test ease of the President's sincerity on civil service reform. It is more probable that Mr. Pearson will be succeeded by some democrat of good character and abllity, with orders to run the ‘office on business and civil service principles. Tt ig intimated that as ageneral rule republi- ans who hold office on commissions will not De removed, but will not be reappointed. This js certainly a middle course, and in taking it the President runs the risk of offending those who favor extreme measures on either side. —— a Commissioner of Labor Wright has sketched ‘out the pian of work he proposes to undertake the coming season, and the readiness with which Secretary Lamar falls in with the pros- | pectus Indicates that the labor bureau will re- | main In Mr. Wright's charge for at least a year. The commissioner intends to devote the com- {mg months to an inquiry into the cause and ure of “ hard times,” which, as he says, fs “the ‘eonstitational disease so faras the labor ques- tion is concerned.” So long as the times are prosperous and business is brisk, labor shares fm the sunshine. But then come darker day trade fulls off, shops are closed, wages are 1 duced, animosities are excited between capital and labor, there are strikes, violence and di tress. It will be the first Inquiry of the bureau to seek the reasons for these industrial depres- sions and discover, if possible, their remedy.
