Fixing the Slate for Appointments— A Reception by the President. The first cabinet meeting of the new adminis- tration was held at exactly twelve o'clock to- day, with full cabinet. The first arrival was Secretary Lamar, who came in the Interior de- partment carriage about a quarter of twelve Glock.
