Latter Tho St The Proposed International Park. REPORT OF THE COMMISSION APPOINTED BY ‘THE NEW YORK LEGISLATURE, ALBANY, N. Y., February 17.—In the senate Mr. Robb: presented the report of the commis- sloners of the Niagara reservation. ‘The report States that the commission resolved to secure the following lands: Goat, Bath, Bird, Luna, Chapin and the Three Sisters islands, and the small islands adjacent; the bed of the river be- tween the islands and the New York mainland, and the bed of the river between Goat isan and the Canadian boundary. On the main- land or strip of land from Port Day along the river brink to park, Cliff and Debris slope, and all the lands at the foot of the falls. ‘The natural ridge on the mainland, following the river bend 100 or 200 feet from the shore, is the natural limit of the reservation thus de- fined. The reservation embraces all the points from which the falls are visible, which are now fenced in and admission chi for. Luther R. Mareh, Matthew Hale and Pascal P. Pratt were then named by the supreme court as vee of this property. They met indaly and the total value of their awards was 1,433,42' This appraisal the supreme court as confirmed. The appraisers examined care- fully the claims of riparian owners to rights in hydraulic power and the bed of the river, for the ‘surrender of which compensation ‘was asked, They were prepared to put in claims for $20,000,000 or $30,000,000 for these water rights. ‘The appraisers ruled out such claims, except where the water power has so long been used as to be a prescriptive right. Massey, formerly paying teller of the Bank of Commerce, Baltimore, pleaded gullty in the criminal court yesterday to an indictment charging him with forging a cashier's check for $5,000, purporting to be drawn by James R. Edmunds, the cashfer, on the Bank of Commerce, and was sentenced by Judge Fisber to five years in the penitentiary, the lowest penalty for the offense prescribed by the law.
