Editor. ‘The ‘Star bas = regular, permanent boun fide daily circulation more than treble that of any other daily paper published in Washingtou, and equal to that of all the ether daily papers here added together. ‘One of the questions on which the democratic party is seriously divided is that of our silver policy. There are individuals {n the republican party who favor silver coinage, but the party as ‘such opposes it. But the democrats are not so united. A very respectable element in that party, both in numbers and influence, desire the contianed cotnage of the standard silver dollar and its distribution through the channels oftrade, if necessary, by fores. On the other hand, a large body of the party cordially sympathizes with the repubilean attitude on nestion. Itseems that President-elect Cleveland, like Most eastern democrats, belongs to this latter class, and, naturally, the silver men are dis- gruntled at the discovery, expecially as Mr. Cleveland appari to be disposed to push his views actively on this question. They have, therefore, united in a petition to him to refrain for the present from committing his adminis- tration toan anti-siiver policy. There may be significance in the fact, however, that the peti tion, though signed, has not been sent. It does not follow that those who urge tho sus- pension of th» sliver coinage, object to the use of ‘the silver dollur as 2 circulating medium. It is admitted that, as a matter of fact, the coin does not cireylate, and that the effort to force it ino eireciation by purehases of bullion and contin- ued coinage has thus far been a failure. Of course, in a population of more than @ million there are hundreds of thousands Who do not belong to the wage-working class. In most families only one or two persons receive Pay for labor, the other members being occu- pied in domestic cares, social activities, school ing, dling, and so forth. But if it is meantthat ther are 75,000 persons who in ordinary thes ara wages, who are now out of employment, the situation is indeed gloomy. Probably the atime is much exaggerate: That unususl destitution prevails is, however, too evident for denial. Many willing, capable and honest men are out of work, and wages, ‘When obtained, are often below the rate of fair compensation. No one, for instance, can blame the men who are facing this keen winter on an empty stomach for remonstrating against the engagement by the New York authorities of Italian contract-laborers on the streets at a pay of ninety cents a day. This isa rate of wages Which is insufficient to meet the most neces- Sary and meager needs of an American citizen. Itis too little for one man to live on, let alone a family. Nor {s it an answer to the complaint ‘that the labor can be hired at that rate. This ‘argument is one of the sophistries of the dreary science of political economy. As well might it be argued that because competition forces down ‘the passengerrate from New York to Chicago to ‘one dollar, that that is the proper charge forthe serves. $<. = ___ Representative, Ex-Senator Eaton, or Oldbill- eaton as he is more affectionatek: known in Yankeeland, is not to be awed in his old age by such a kickshaw as the sergeant-atarms’ mace.
