ENLARGING THE POWERS OF THE DEPARTMENT OF AGRICULTURE. Proceeding to the calendar, the Senate took up the bill reported by Mr. Plumb, trom the commit tee on agriculture and forestry, to enlarge the powers and duties of the Department of Agricul- lure. The Dill enlarges that department to an executive department of the goverument under the supervision of a Secretary of Agriculture to recelve the same salary as the Secretaries of the other exe- cutive departinents. ‘Mr. Kenna offered as a substitute the bill hereto- fore submitted by him. ‘The substitute provides for the creation of an ex- ecutive department, to be known as the Depart tment of Industries, tO be in charge of a Secretary of Industries. Johnson, who was Present af the recent battle between Navajos and Whites, at Mitchell's place on the lower San Juan river in southern Colorado, arrived at Dut wo day. A party of a dozen Navajo Indians came ‘to the store, and one of them drew agun on Edward Mitchell, While the quarrel was in another Navajo named Ry Lily, commenced retov- ing the buckskin cover from his rifle, and the other Indians ran for their guns, which Were standing against the store. Both Indians and whites firing. After about twenty-five shots had been ex- changed, the Indians retreated across the river, leaving one dead on the ground. None of t whites were hurt. The whites then proceeded to throw up fortifications. ‘The women showed great nerve, carrying tubs of water for use in cuse of siege. Johnson then started for Fort ‘The commanding officer Immediately started a squad of mounted cavalry to the relief of Mitchells When they reached Bowen's ferry, a Navjao came fin and Acca ‘that the Utes had killed all the whites at Mitchell's place. So far no other word has been Tecelved, and Johnson fears that all the whites have been massacred. Itis not probable that the Utes Went to the scene to avenge the death of a Navajo. It is common for one tribe to lay its crimes to another. The district commander has ordered as Ketcham’s company to leave Fort Wise early morning, and are also being brought up from Fort Wingate, New Mexico, It may be several days before anything definite can be learned.
