Se THE EVENING STAR: WASHINGTON, D. C.. THURSD AY. APRIL 24, 1884, THE SOLDIERS HOME. Why the Veterans are Dissatisfied. INSPECTOR GENSRAL SACKRT RECOMMENDS THAT THE GOVERNMENT PURCHASE THE HOME FOR THE BUREAT OF AGRICULTURE AND ESTABLISH & NEW HOME ON THE SEA SHOKE. The report of Inspector General Sacket of his visit to and Inspection of the Soldiers’ Home, upon which was based the bill specially appropriating $29,000 for that Institution, reported in yesterday's Stan, has been submited to Congress. This annual iuspection 1s required by law. Gen. Sacket re ported the entire interual arrangement of the Home—sleeping rooms, kitchen, etc., in most ex- celient condition, though some of the rooms are Father overcrowded, owing (0 the number of 1l- Tate ‘The mess room is too small, and the eariy completion of the extension Is recommended. Tue ‘stables are too close tothe main barracks. The library 1s attractive and comfortable, and the hos- pital is a “model of Its kind.” According to the re- port the Home is admirably managed and conduct- ed, but “notwithstanding that the old soldiers of the armay are aware of the comorts furnished to the inmates of the home, they have a t aversion, and it might be called a dread, of the Home. ‘The great disiike to it by those broken down with age Snd honorable service, who are eligible and havea Tight to enter it, is the known lack here of all oc Cupation or recreation.” The report states that the majority 07 oid soldiers do not like reading, and are foo old te acquize the habit, and knowing they will have literally notuing wo do but sit round and smoke, they dread the place. Many, too, object to Sundering domestic ttes,tn order to enter the Home. CHANGE OP LOCATION OP THE HOME RECOMMENDED. Gen. Sacket regards the “location of the Home as: unfortunate in the extreme.” It 1s too near a city, with all its temptations. He recommends that a casino, or something of the kind, should be built with such amusements as would suit the tastes of the inmates. He also recommends a bar for the ‘sale of beer, under proper restrictions. ‘his, he 13 confident, would tend tokeep many at the Home Who now frequent. neighboring “groggeries,” and. rink the vilest liquor and create disturbance at the Home. The report suggests that 1t would be a. Fed thing for the government to purchase the jome for the use of the Agricultural bureau; that the purchase money be taken anda new Home on the seaboard, where such amusements ag fshing, boating, gunning. etc., could be had, be estal lished. "Each year $10,000 is expended Gn the roads Within the gronnds, trom which the inmates de- rive no benefit whatever, though the money comes out of their fund. As this 1s solely for the benefit of the people of Washington, the inspector general thinks they ought to bear at least a portion of this expense, He says that in the spring, when frost 13 Jeaving the ground and the roadways are soft, the Fates dre closed temporarily to Keep the roags from ing cut up. and that because of this “a great hue and cry is heard, as though these grounds were owned and kept in order by the population of ihe city.” A sum amounting to from $1,500,000 to $2,000,000, belonging to the Home, has been in pos- session of the government for years, and in order to ascertain the precise amount, that It may be de~ Posited tothe credit of the Home, an additional elerical force in the auditor's and controller's oMces. of the Treasury fs recommended. (twas for this Purpose that a Dill appropriating $20,000 was yes- Verday Introduced.) THE CEMETERY, containing sixteen acres, is cut off from the Home by a public highway, and 1s classified in War de- partment records as. national cemetery. The re- Port suggests that the government purchase this ground and that the purchase money be added to the permanent fund of the Home. ‘The number of inmates is 470, in addition to which there are 159 “commuters,” who receive from $210 $8each per mouth. ‘Those not getting a pen- sion are allowed $8, and those getting pensions are allowed the difference between the pension and $8 per month. One dollar per month for tobacco ls allowed each inmate, this sum being taken out of the pension money Of those who draw pensions. ‘The daly cost for maintenance of each inmate ts 81 cents, or a total of $295.85 per year each. The treasurer gives a bond of $20,000 and gets a salary Of Siu) per month. ‘The secretary ts pald $75 per mont THE PREMANENT PUND amounts to $156,431.14. From April ist to Novem- ber 19th, last year, the recelpts were (Including a Dalance on hand Of $20,755.43) $99,844.66. Of this sui $52,629.65 was drawn from the United States treasurer and $16,971.35 was derived from the inter- est on bonds, securities and permanent fund. The disbursements were $85,685.04, of which the sum of $21,511.88 was for subsistence stores, &¢.; $6,770 pald in commutation to members of Home living with ‘thelr families, 44,914.06 for clothing; $8,215.93 for fuel; $10,576.91 for pay of civilian employes, improvement of grounds, &c.; $14,324.05 for bulldings und general repairs; $9,528.92 for extra duty and monthly allow- ance to inmates. Church and religious expenses eust $1,050, and artificial teeth, spectacles, crutches and hospital furniture cost $1,617.19. ‘The value of ‘the farm products was $10,575.50, and the farm ex- Penditures auounted to $25.62 ‘The dairy pro- lucts realized $5,848.14, and the dairy expenditures were $1,315.62, leaving over $4,000 profit. It cost, however, $2232.25 to run the garden, which duced only $1,447.52, or $784.74 less than the outlay. SaLe oF Suscnsax Pxorenry.—On Saturday last Congressman Bishop W. The sékton of the church stated to & STAR reporter to-day that most of the mate- rial—the stone, lumber, hardware and lime—used in the construction of the church was purchased in Unls city. The contract for plastering was origi- nally awarded to a Washington man, but he was dro] because Father Walter was not satisfied With him and the extra charges that he proposed {wo make, and the contract given to the next lowest Didder, who was a New York man, and brought his own workmen with bimn. After the New York man went to work the hod-carriers struck, at the instigation, it 1s claimed, of the son of the con tractor who had been dropped. Mr. Brierly, the New York contractor, went to the Hod-carriers’ as- sociation and tried to make arrangements with them, but failing, brought some men from New ‘York to finish up the building. All of the laths and allof the materials were, the sexton sald, bought by the contractor in this city. ‘WHAT ONE OF THE PLASTERERS SAYS. “I don’t know how they can call us scabs,” said | John Graham, one of the plasterers at work upon the church, toa Sram reporter to-day. “Allof the plasterers that hate come from New York are union men and are clear on the books.
