I would not, as the Senator from Arkansas intimated, have the committee on appropriations emasculated; 1 would take no step in that direction; but I be- lieve that the interests of 180,000 people would be promoted by such a rourse; and I believe fur- ther, that the interests of the government would be promoted. Inasmuch as this bill is one that does not come within the general purview of | appropriations, Inasmuch as there is an entirely new element introduced, the Senator from Iowa certainly can take no umbrage, because there is no stigma attached to his committee and no re- flection upon his eminent services by the course proposed by the amendment offered to the rule. CHRISTMAS GREENS, Father O’Sullivan.—Services will | eration of this question by any appeal to preju- dice In consequence of the fact that the govern- ment pays alarge amount upon the capitalized debt of this District. Ido not think tie gov- ernment pays a half of what itought to pay in this District. When the contest came up in 1878 as to the relative position occupied by the government and the people here, and the ques- tion of taxation was considered, I resisted the effort that was made to compel ‘the payment of 50 percent by the people of this District. They ought not tobe asked to pay one-halt of the expenses of this District. It is an outrage upon them. The expenses here are enormously in excess of what would be required in an ordi- nary municipal corporation. The width of the zo. Then the toys were limited to what we | now call the staple articles of our trade. Such things, for instance, as hobby-horses, rattles, ops, marbles and dolls. Now the list comprises n immense and an ever increasing variety. Look at the hobby-horse, for example, which ised to enter so largely into the toy business, We keep a stock on hand still, and there is a de- mand for them, but they have been superseded. First the velocipede came, and every boy as soon as he could walk must have one. Now the velocipede is giving place to the bicycle.” “The eyolution of the hobby-horse tothe bi- eyele, however,” continued the philosophic toy dealer, “has witnessed an effort to modernize, so to speak, that form of Infantile diversion, ; : | which resulted in the double arrangement in | Meets, the parks, the expenditure of water for c ¥ ornamental purposes, everything that 1s done rockers with @ seat, the projecting sides being | here is on Any ele ‘and'T believe the cut in the shape of horses, elephants and eo vernmant ought to pay 75 per cent of the ‘axeshere. I think it would equitable, it would be just, Mr. Bayard.—May I suggest to the Senator another fact, that the people of this District have no voice in thelr own government? DISTRICT SUFFRAGE A FAILURE. Mr. Ingalls.—I am very glad they have none. That experiment was tried sufficient: We had popular government and universal suffrage here, and the result was an expenditure that was not entirely satisfactory either to the gov- ernment or to the tax-payers; and when the fathers and founders of the republic declared than the United States should have exclusive jurisdiction over the district where the Federal capital should be located, I think it was a very wise provision to exclude popular suffrage as an element in the government of that district. But I was saying a word about the expendl- tures of this District in respouse to a remark made by the Senator from Iowa, evidently in the ad captanltum spirit, to show that there ought to be still further limitation because there had hitherto been extraordinary expendi- ture; and upon that point I will make another observation, Mr. President: GOV. The contribu- tions of America are mainly mechanical toys, and this department fs increasing each year. Americans compete with Europeans in the pro- duction of the staple articles, but the home- ‘made toy ts hardly equal to the imported. For example, there are dolls. We have never been able to make as fine a doll inthis country as they do In France. “Here, tor instance,” he continued, taking up adoll, “isan American doll which we sell tor Even the head is imported, but the body ade in this country, and if you notice It 18 not made as well as this imported doll,” picking up another, “which sells for #2. The reason is, I suppose, our workmen will not give the time and patience which the peasants in Europe de- voteto the same work. The duty is about thirty-three per cent, but in spite of that the European doll holds its own in this market. American competition has compelled many im- provements, which the manufacturers in E) arerather slow about making. He said that they started out at 1 o'clock in the morning with their horse and wagon, and got to the woods a little after daybreak. Then they gathered the ferns and running-pines, lau- rel and holly in the dense, damp parts of the woods until they got as much as their horse could haul, whea they would start for home. All the holly branches with berries on them they would make into small bunches, and the plain leaves they would use to mix with the laurel and “‘crow-foot” for wreathes and garlands, and sometimes they would use the red berries for the same purpose. The “‘crow-foot” they used eblefly in long garlands for testooning wails and the like. They spent ail their spare time, he said, in twisting these garlands and making other designs for Christmas decorations, all the family taking part in the work. There are 160,000, or, it may be, 180,000, people located within this ter- ritory over which the government of the United States has exclusive jurisdiction by the Consti- tution. It was designed as a place for the seat of government, and I think that when the framers of the Constitution and the founders of the republic decided that they would have a federal city; and that it s§uld not be located in any great commercial or manufacturing metropolis where ‘there are lable to be vast numbers of unemployed people to whom appeals might-be made in 8 of great popular excite- ment, they did well. The glass is rubbed with a powder which is already prepared, and in this way an electric current is induced which causes the fig- ures on the other side of the glass to dance about and perform the most absurd contortions. ‘This new toy is called “Ano Kato,” and, as may be supposed, is an American invention. THE PENNY BANKS. Besides these mechanical inventions which are called toys, but which are calculated to in- struct rather than to amuse, the spirit of utility is further displayed in the many ingenious and amusing devices to make the habit of saving pennies attractive to children. These are the toy saving banks, and they might be useful next day.
