ONLY PROPERTY “URED” FOR EDUCATIONAL PUR- POSES EXEMPT FROM TAXATION. ‘The Commissioners , in reply to the communtca- tion of James B, Johnson, esq., secretary and ‘treasurer of Howard University, to the assessor of the 11th inst., respecting the assessment of lands belonging to Howard University, say: “The act of June 16, 1882, exempted such property as shall ‘be used only for the purposes set forth in the unt- versity charter. Those purposes are the education of youth Ip the Ifberal aris and sclences. The col- lege buildings and some fifty-seven acres of land adjacent to Washington are devoted to that use directly and are exmpted from taxation. The lands that are taxed are those not in use at all and hela speculatively for high prices, or are per- haps leased to others who pay rent. It is well settled that statutes of exemp!ion must be con- strued strictly. The exemption of property used by a school, church or other corporation for the pu Of its charter does not uecesserily include all property owned or held by the corporation, al- though such ownership may incidentally benefit the enterprise and may ultimately be devoted to it The word used in the siatute limits the ex- emption to sich property as 1s directly and not in- cldentally devoted to Corre Tt does not in- clude property held for jative purposes or to increase the revenues Of the corporation. Such ts the opinion of the attorney of the Di: id It seems to be sustained by the reasoning in the case of Bank vs, Tennessee, 14 Otto, 493, and the cases theretn cited, and others of like import. The Com- missioners therefore conclude that the exemptions already allowed are all that were intended by the act of Congress.” ‘The Wood Jeweiry Robbery. “SHEENY MIKE” ARRESTED IN NEW YORK. There are now only a few more days remaining of the time of the oysters banishment, and great _ prepyrations are In prozress to receive it back with due honor. All the culinary forces of modern civilization are work, and when the Ist of September dawns in ‘the humerous houses of refreshment In this elty the oyster will b» found in a variety of tooth- some forms, attractive to the eye and pleasing to the pilate. “The oyster counters that have been elther ignominiously hustled out of the way or piled up with gids and ends are now being cleaned and polished,tn preparation for the square plies of succulent bivalves surmounted by the gleaming block of ice that apperis to the eye of the lover of the oyster in the natural state. The soft and deviled crab will now have to take a back seat a8 a domestic tranquilizer, and many an habitual belated husband will welcome the return Of the oyster. WHAT THE DEALERS SAY. ‘The dealers and those best competent to know say that the oyster this season will be fat, and they base this belief upon the fact that we have hada cool summer. They are inclined to think that the supply. will not be equal to the demand, and that, thefefore, prices will be higher. Of course this will not affect the prices on the bill of fare, But only when the oysters are sold in quan- Ulles Many dealers complain that we do Bot get 88 good an oyster us we used, because the canning establishment absorbs such immense quantities and the oyster producers sell to them in prefer- ence, so that only the inferior oyster on the martet. However much truth may be in these rather gloomy statements, It 1s Soy, coneceny conceded that the oyster this season is going to be fat, and that in itself will be good news to the lovers of the toothsome bivalves. OYSTERS IN GOOD. CONDITION, BUT SCARCER THAN FORMERLY. Mr. J. J. Hogan, the oyster dealer, said toa Stam Teporter to-day: “The oyster trade this season wiil be No. 1, the quality of the oysters being bet- ter and there being more demand for them than formerly. Those we are receiving now are fatter than I ever saw before at this time of the year.” “How about the price?” asked the reporter. “They will be higher,” answered Mr. Hogan, “than usual, and they will be scarcer, too. ‘The catch every year decreases and the demand in- creases, There are People eating oysters now who a few years ago did not dream of doing so, ‘They are shipped everywhere. My trade is, how- €ver, confined to famiifes and restaurants in the District. There are too many risks shipping. ‘Thus far the oysters received are from Norfolk and the lower river, but in a day or twoare will have ull'varieties. | You may say that the cold nights orsoine other cause has made the oysters fat. Possiviy the dredgers have had much to do with the improvement in quality by thinning the beds.” THE DREDGERS DESTROYING THE OYSTERS. “Well, Mr. Weser,” said a 8TaR reporter, ad- dressing Mr. Edward Weser, the oyster dealer, “oyster time will soon be here. What are the in- dications?” “The indications are that they will be scarce this winter,” said Mr. Weser, “for the dredgers have broken the beds up. I am told thal tue catch last year was but one-half of what it was the previous year, and Y have no doubt but that tt willbe less this yéar. While the supply ts yearly decrea-ing the demand increases, and will approxi- ate 33 per cent yearly. ie pes ‘Wiil therefore likely rule higher than heretofore.” ‘How about the quality?” was the next inquiry. “The quality will be very Ane,” replied Mr. Weser, “owing to the beds having been thinned out by the di rs. Probably this fact will give you an insight tothe business: On the middi grounds, opposite Point Lookout, last winter a year from 700 to 800 bushels of oysters were taken daily, »ni the price was from twenty to twenty-five Cents per bushel Last spring the daily catch was from 120 to 125 bushels, and they brought from forty to sixty cents per bushel. They not only improved in price but quality. You mey put it down if we have a bard winter there will be no oysters; that 1s, we cannot begin to supply the demand; they will not be obtatuable. It is pretty certain, whether the winter ts hard or otherwise, unless the legislatures stop dredging we will have no oysters of any kin’, Strong efforts will be made in the legi-latures next winter looking to the protection of the bivalve.” HIGHER PRICES TO BE EXPECTED. N. White, of N. White & Co., 621 B street north- west, says that the prospects are good fora fine trade in oysters, and that the quality will be good, with prices probably higher than hereto:ore, for every year the oyster catch diminfshes—that fs, in the bay and its tributaries. There is a better quality of oysters coming in now, which will bring gow prices. If dr-deing 1s not Stopped, 1n a tew Years the prices will be way up, and oysters will be $2.50 to $3 ner bushel; and if the bay was the only place where the oysters could be caught, the price would be way up now.
