August 14, 3 p. m.—There were signs of returning confidence in stocks at one time thi< afternoon, but shortly after two o'clock a savage attack was made on Western Union, the stock breaking ¢ points to 724. The decline’ was due to “stop orders.” Missouri Pacific also broke to ¥i. ‘The other active shares declined in sympathy, Toward the close Western Union rallied to 74% and a firmer tone characterized the whole market, In the final sales, however, Western Union run off to 74 and the general list lost part of te tmprove- ment THE “POST’8" REVIEW OF THE SITUATION. New York, August 14.—The Post’s financial art- cle says: The stock market opened to 13; lower an the loge last night forthe general list of active stocks, the largest decline being on Wabash preferred and Omaha preferred. The pressure to ‘sell was at first only moderate. but was soon in- creased by the heavy short selling directed against Lackawanna, 8t. Paul, Northern Pacific preferred, Oregon and Trans Continental, Lake Shore, Union Pacific and New York Central.” The ¢ffort was to bring out pretty large amounts of long stock of the last Gix of the above, under which they all de- clined, carrying the rest of the market with them and causing considerable amounts of other stocks to be thrown upon the market. Among these was Burlington and Quincy, which declined 2y per cent on sales ‘of only about 1,300 shares, which was oy) nearly all long stock. he extreme decline was reached about 10:30 o'clock, at which time the decline on Oregon and Trans Continental was 4%, Burling ton and Quincy, 2%; Jersey Central, 2%; North- ern Pacific, common and preferred, 13; Pacitic Mall, 2; St. Paul, 13g; Western Union, 13¢; Lacka- wanna, 13; Tilino.s Central, 1; Lake Shore, 135, and Wabash, 1%. From these extreme declines there was general and very rapid recovery by 11 O'clock, ranging from 1 to 53 per cent, the latter on Oregon and Trans Continental to 61%, and from that time until 13 o'c ock the market con- Unued firm, and there was an evident recovery of confidence, not only as regards the day but largely also as regards the prospect for the future of the general market. This was in some measure due Wo the belief that the break was artificially pro- duced, and that without the hammering of the bears the market would only have continued dull and comparatively steady. This was the genersil feeling up to12 o'clock at which time the suspension of Geo. Wm. Bal ou & Co. was announced, as sup- posed in consequence of the decline in prices of stocks they were presumed to be carrying; but within half an hour it was demonstrated that they had not been carrying many stocks. There were only 5,200 shares solu Out under the rule for their account, and {t began to apprar that their failure was probably due as much to the fact that they had gone short on the market at low prices this forenoon, and that the rapid recovery between 11:30 and 12 o'clock had caused losses which, in addition to those they had experienced on the bull side, had caused their failure. ‘rhe announcement of the failure at first caused a decline of 3 to 13 in the market. from which it reacted in twenty minutes 3¢ to 1%, the latter on Lake Shore. At 12:30 the market was strong at the highest prices of the day for a good many stocks, The market was strong but feverish. PHILADELPHIA, Pa., August 14.—AU the session this morning of the Amaigamated Iron and Steel Workers’ convention we reports of the committees On Ways and means and claims were read. AS hitherto announced the claims committee ad- hered to the plan of nezativing the strikers’ de- mands for 1882 ‘The ways and means committee strongly urged that there be no present disturbance of the Wages question, and it declared that the current system in both iron and steel mills is ad- Justed on an amicable basis, A move on the part of the convention to tinker with a question so vital would entail disastrous consequences just now. The action of the committee and the sug- gestions it urged were unanimously ratified by the Convention, ident Jarrett delivered a brief address, commending the delegates on their wise and sensible view on the subject of wages. Aug. 14.—The U.S. Senatorial sub- committee on labor and education resumed its ses- Son here today. John F. McClelland, a member of t»e Brotherhood of Telegraphers, resumed his testimony. He sa'd that the estimated cost of a telegraph line 1,509 miles long would be $725,965. ‘The estimate" was made upon the cost of construction of the Mutual Unton line, which Wes now amalgamated with the Western Unton. Telegraph operators were gene- rally young men, and lived in boarding houses, They usually came from the better classes of soci- ety. The morale of the operators, asa class, had greatly mproved within the last'ten years, and this Was on result of the organization which had been effcted. Most of them were single, but some were married men. The witness thought $30 a month was a reasonable esttwate for food and lodging for a single man. Only one in @ ‘hundred ever saved any money, The Bighest pald operarors did not receive enough to enable them to lay by anything for their support in ola In 1870 the Western Union company required every man coming into tts employ to take an oath that he would never connect himself ‘vith a trade or labor organization. This was cailed tho “ironclad oath,” and was a ‘ministered to every person who took part in the strike of 1870. ———— Latest from Spain.
