The drooping tendency of trade lately, together with some business falinres and the break In Stocks, has had the effect of alarming nervous People, but those who calmly look the situation Im the face see nothing to cause fright. The idea, Which Is more seatimental than real, that panies are periodical, coming around about once tn each decade, seems to have som> welght when cousid- req in connection with the tact that !t 1s just about ten years since the panic of 1873 broke upon the countiy with such crashing effect. Fortun- ately, the conditions precedent to that crash and those that confront us now are vastly different ‘Then gold was a subject of speculation, we had a fluctuating paper currency, an J there was general Instability. Speculation and extravagance had reigned. New railroads, many of which extended through fields that offered po promise of early return upon tuvestment, were bullt largely upon §ndividnal credit, and to keep enterprises afloat money was borrowed at rates that foretold disaster. When extensive and costly Fallroad operations conld not longer be floated by borrowing, the erash came. Latterly Fallroad buil'ting has been limited. N-w roads have been constructed only where there was a good prospect of paying traffic, and where capital has been borrowed for such enterprise good security, usually collateral, has been given, so that ratiroad building stands upon tts own bottom. Banks are not currying heavy loads.as in 1873; 80 that should a faliure occur its effect would be Limited, not general, For several years tue pro- cess of lquidation been going on quite steadily, and things are now upon a solld bot'oin; whereas, tn 1873 everything was uncertain, unsteady and unsettled. The rumor that Jay Gould has broken the stock market in an effort to Bet poss-ssion of the Northern Pacific is hardly to De cretited unless that shrewd fnaacter has lost his head. Northern Pacific ts upon a different and Much more solld footing now than in 1873, when it ‘Was one of the moving causes th the crash. It should be re:nembered, too, that the crops, soon to De harvested, are abundant. With the movement Of the large cotton yield of the south, and grain Product of the north, business will at once im- Prove. There wilt be some failures, of course, but the best business conditions are not proof agatast improvidence and over-~peculation. — ee | While the sensation produced by Gov. Hamil re arraignment of his party was at its in Maryland another event was quietly developine which culminated with startling effect Ih Baitimore yesterday. The members of th: late Gre board, legisiated out of existence about six months establish the present system under which th deparim-nt is controlled by a mar- shal, were all presented by the grand jury for in- dictment. Tuis action was a complete even to those who had started the inve At the hands of the grand jury. It was In obed!- ence to a popular demini that the fire depart- ment should be freed frow political influence and Mantpulation that the change of system was made. Up to that time no charges affeeting the Personal iategrity of any of the fire commtssiou- ers had teen uttered. The board was composed of men p ent in business and In soctety, as well As tnfluential tn politics The charges, which Fesuited in the wholesale action of the grand Jury, originated with the fire marshal. He claimed, im exanining the records of the board, he discov- asanee in office against two crt that these two men Bad sold supplies, tro:n thetr own business estab- Mshments, to tue department at fisures far above the ruling market prices. Also, that materials ad been purchased tn excessive quantities at exorbitunt prices, and the marshal undertook to Bx the responsibility for this conduct upon the two commissioners against whom he leveled his eharges—Messrs. Morrison and Regester. Upon the facts submitted by the marshal the grand Jury bezan its inquiry, and the astounding result Of the Indictment of all the late commiss toners, the present mayor, who was ex-oMlcio chairman Included, was yesterday made known. ‘This Sweeping indictinent is presumably based upon the grounl that all the board were equally re- Sponsible, and that the fact of corruption shows either collusion or dereliction of sworn duty. aparts a phase of pecuilar Interest to the matter Is the beltef, on the part of some, that the Mayor, who is so unexp-ctedly indicted, was at the bottom of the original charges, and that he 2ns of puntshing Morrison for h: ed bis (the mayor’) side of the fizhtin t party reorganization.
