A RETURN OF CONFIDENCE RETARDED BY THE RECENT FAILURES. % - New Yorx, Aucust 8.—R. G. Dun & Co., report that business throughout the country during the week from this point of view appears to have been much restricted, and the progress towards a bet- ter state of things has deen slow. A return of con- fidence has been somewhat regarded by the im- portant failures in the east, which, however, are more directly chargeable to individual attempts at overtrading than to any radical weakness th busi- ness itself Outside of the circle immedi- ately affected by this departure from legitimate business principles, the _casual- Hes have not been numerous ‘or significant. Toe uncertainty regarding teleyraphic communt- cation has also restricted operations, especially thosé of a speculative character, but thig difficulty ig rapidly being remedied, and each day witnesses an improvement. THE COMMISSIONERS NOT SATISFIED—WHAT COMMIS- SIONER WEST SAYS—THE LAW—THE ASSES90RS TO INVESTIGATE — VIEWS OF STOCKHOLDERS XD OTmERs. In accordance with the act of Congress, ap- proved March 8, 1877, the Commissioners have ad- vertised for the new assessment on personal prop- erty and have already received a large number of returns from individuals and from most of the ‘sors shall make investigations and assess, them- ‘selves, from the best information they can ob- tain. = WHAT COMMISSIONER WEST BATS. Commissioner West states that heretofore cor- Dorations have been making their returns to sult themselves, which returns have generally been recetved without nominal tax tm, ratlroads and other corporatiol turns according to par value, These be revised and corrected to meet the spirit of the law. The same rule must be with Individuals as with cape ctally when the returns made attract attention by thelr insignificance. He states that there is noe re reue under the act, The no- Uce of this annual assessment of personal prop- erty was published 96th May last, and the forty- five days having expired, the assessor will Brvare. not Nauistactory will “be investigated us AS are not satisfac Stated, and “ny one of the assessors shall with- out delay, from the best 1oformation he can pro- cure, make an assessment against such person, firm or to which he shall adi ofty per cent thereor.” ‘The law also states in section 11 “that the capt- tal stock of all corporations in sald District not herein exempted shall be apprataed fn bulk by the assessor, and the corporation tssulng the same shall be able for the tax ther be sanesaed be a against the individual owners thereof, but from the appraised vatue of the stock shall be first deducted the value of any real estate of satd corporation in sald District, which shall be sepa- Tately taxed against sald corporation,” &c. ‘Mr. West says the question arises i=, whether all the stock of a corporation (which would be tn bulk) has the same relative Value In the market as @ portion of 1. He states that the Commissioners ropose that corporations make returns of stocks Based on their market value, and that the as- Sescors are to Iudze of what’ the proper values sitall be, and not the corporations. ‘The Washing. ton Gas company makes a return of 2,000,000 shares of stock at par 0, whereas the actual market valué 1s 87. The Metropolitan street raflroad makes a return of 490.200 shares at 60 ehereas tho actual marxet value 1s 79; the Ington and Georgetown street railroad company makes return of 600,000 pharos at par 50, whereas the actual market, value is a grea I more, and so on through the List. It ts Delteved by him that the results will be much More Just and equitable to all co1 Dest a4 at in accordance with the letter and spirit of 9 18. The assessment relating to stocks of corpora- tions, bonds and personal effects cenerally, bas no Telation to the current assessments being made on real estate, which is under a afferent law—a Special act for the assessment of reai estate in the District of Columbia. MANAGERS AND STOCKHOLDERS OF CORPORATIONS, as a rule, object to the proposition to tax their Stock according to {ts market value, “If they do that we will leave,” said an oMiclal of the Fire- men's Insurance company to a Stan reporter. “We will get a charter ia West Virgiata, put the sign ‘agency’ over our door and only have to pay $50 a year for a license. Why, it would take one- fourth of our business to pay tax: It would take one-fourth of the money we receive. We have Pald a tax of $1,500. year. This plan would take about $6,000 a year from us. None of the fire in- surance compantes would pay. It was never the lntention of Congress to tax our surplus. Further, itis very doubtful whether they have a right 1 collect even $1,500 & yeur from us, for we have been assured by a lawyer that there was no law to collect that tax.” 4 PROMINENT STREET RAILROAD STOCKHOLDER and director ssid to a Srar reporter tuat he aid Not care to be quoted on the subject of the assess- Ment of corporation stocks, as it might be sald that he was personally interested. He did not see, however, why a corporation should pay a greater tax on its capital employed than a private indi- vidual. Heretofore the officers of corporations had returned simply the amount of the paid-up capital, and the tax was levied on that as a basis, The company had nothing, to do with what stock sold for on the street. ©The stock of nearly all the corporations here,” said the director, “Is abov par. ‘There isone of the banks I could mention Which strug gies to pay a dividend of six per cent, yet, the sto-k sells at 129. People who want to imake six per cent or more on their money don’t invest In such stocks. But women and others who know litile about business, and want to in- Yest in sometuing that will get_a sure return, buy them, ‘There 1s railroad stock here that doesn’t Pay three per cent, but tt is above par. If the market value of stock 1s taxed It will take off the Profits and press stocks down. Now the Columbia Failroad, under the old plan, pays a tax of §1,500. It the market value was asseseed the be double that. The market value seems to de made by curbstone brokers, who have five or six shares to srl and hawk them about the streets. I never knew but one instance where a man who bought Columbia railroad came first to the ce stock a te about the condition of the com- pany. I don’t think,” said the director in conclu- sion. “that a personal tax ought to be im upon @ community like this, which ts different from that of a mercantile city. ' It ought to be left 80 that capital would flow tn freely.” ‘VIEWS OF MR. MIDDLETON, THE BANKER. Mr. D. W. Middleton, the banker, sald toa Star reporter:—“ Taxing stock at its market value is the most equitable method. The value of stock ts guaged by the income it yields, elther present or prospective. That makes the price of stock. There is no reason in taxing the Inland and Coasting Stock of the par value of $100 and quoted at $15 at twice the rate of the Washington and George. town railroad stock, with 2 par Value of $50 and juoted at $150. If these stocks were assessed at their par value, the first stocks named would pay tax of ten per cent of its market value, while the other would pay one-halt of one per cent of fts market value. This is evidently not just, and this fully illustrates the equity of the 18— stoners’ proposed plan. Doubtless it will be un- popular with the capitalists, but nevertheless “How about taxing a value which is a mean Detween the market and par value of stocks?” ott chin Gould be fairly equalized it would prove mal popular, and more in keeping with the general theory ‘and practice of taxation, ana bring tt Dearet to real estate taxation. which ta generally ‘Supposed to be about 76 per cent of its value.” ——————~-___. ‘Tax Case oF Lirur.
