At a meeting of the columbia Boat club last evening the constitution was amended so as to place the limit of active membership at 200 instead of 180, and changes the name “inactive mem- ber” to “contributing member.” The club adopted @ resolution, which was transmitted at once to the Potomac club, statmg that “the Columbia Boat club, desiring to foster and tement the friendly relations existing between the boating organizations of the District, and belleving that a friendly competition by the’ several clubs in the August and September regattas will not only be conducive to that end, but will give to both re- gattas a stronger local ‘interest than they would Otherwise possess, hereby cordially reaffirms the Invitation heretofore extended to the District clubs to compete in the Washington regatta, and expresses Its desire to participate to.as great an extent as possible in the September regatta.” The committee on the August regatta reported a most favorable outlook. STREET IMPROVEMENTS IN EAST WASHINGTON. The schedule of street improvements submitted to the Commissioners yesterday by the East Wasn- ington association, and which they ask to be put into the estimates for the next year, it 1s under- stood embraces the completion of North Carclina and South Carolina avenues, Pennsylvania avenue to the rn Branch, M street south to the river. 6th street from Boundary street to the river and E street, The valuations on Capitol HIM, it 1s sald, have ‘been cut down $2,950,000, reducing the tax $43,500. The cost of the improvements asked for approximates to at least $100,000. STREET SWEEPING SUNDAY NIGHTS. Complaints have been made to the District Com- missioners that the contractor for street sweeping persists in the sweeping of Pennsylvania avenue Sunday nights instead of Saturday nights, con- trary to the express terms of his contract, which states that It must be swept “every night in the week, Sundays excepted.” It 1s contended that the interests of the public demand that the con- tract should be literally carried out in this case, 08 the accumulations of dirt are greatest on Satur- days, and under the practice Of the contractor such’ accumulations now have to upon the avenue all diy Sunday. when it 13 most desirable to have the avenue clear, and that the dirt does not get removed, in fact, until Monday morn- ings. The Commissiuners will inquire into the mat ter. ———--__ Youthfal Burglars Arrested. AN ASSAULT ON THE MAN WHOSE STORE THEY WERE ROBBING. In the Police Court this morning two daring Abram Banks, were held for the grand jury on a charge of housebreaking. Banks is about twenty Years old, and Clark, who 1s about sixteen years of age, was also charzed with making a deadly as- sault on Mr. Thos. H. Unsworth, whose store they were robbing. Mr. Unsworth stated that last night, while standing on the sidewalk in front of his store, No. 1736 7th street, he discovered that the store was being robbed. On entering the store he met the defendants witn some large carv- ing knives and forks 1n their ssion. When he attempted to arrest them he was repulsed by Clark, who threatened to let his insides out if he came hearer. He parleyed with them for some time, and floally closed tn on Clark, who cut him Across the left arm, and gave him two stabs In the breast, each drawing biood. Lieut. Johnson, re- cently'of the police force, corroborated the testl- mony and testifed to assisting in the arrest, of the prisoners, und to finding a pistol that one of them threw away. They were both committed for the action of the grand jury in default of $1.009 each. Clark was sentenced to eleven inonths and twenty- nine days—the highest penalty—for the assault. The Courts. ADDITIONAL OUTHAGES IN GEORGIA BY ESCAPED CONVICTS, WHO TRAVEL MASKED, A telegram to the New York Heraid trom Savan- nah, August 1, says: ‘The excitement over ku- klux outrages around Marysville, Banks county, has been intensified during the past few days by additional nocturnal attacks on colored people. The latter are now so thoroughly terrified that several of them have abandoned their homes and crops for fear ot being killed, and have taken refuge in Gainsvilie, Since the account published in the Herald of Saturday Cad Bush, an inoffen- sive colored man, was given seventy-five lashes on his bare back and left for dead in the woods. Next morning he crawled to the settlement and told his story. He will recover, Two nights ago apeddler met a band of twenty mounted and masked men, all huavily armed, riding along the road. He prudently forebore asking any questions and was not molested, save that one of the horse- men playfuily tapped his gun and told him he had better keep his mouth shut. Next morning tt was learned that during the night the band visited the plactations of Minard Sanders and James Holland, where they broke down the doors of the cabins, and after maltreating Berry Sanders shot him tn the leg, “to give him something to blubber for.” After leaving Sanders? plantation they employed a sew hours tn flogging Alexander Brooks, Warren Bryson, Glenn Strous and six other colored man. One colored man who saw them coming escaped to the woods, which so exasperated his persecutors that they burned his cabin. All the farmers here express their abhorence at the outrage, and a vigi- lance committee ts organizing to hunt down the band, who are belleved to consist of twenty-five or thirty escaped convicts and desperadoes living 4n caves on themountains. ‘This county 1s notor!- ous aS a moonshining region, and several officers have lost their lives while attempting arrest, ee ‘Trouble Over a Hasty Marriage. THE NINETEEN-YEAR-OLD HUSBAND OF A TWENTY- SIX-YEAR-OLD WIFE. A telegram from Scranton, Pa., August 1, says: Emma Girard,whose parents live in Lowell, Mass, this morning caused tite arrest of Archie Stetler, the nineteen-year-old son of Samuel Stetier, a wealthy coal operator and owner of mines, charg- ing him with not supporting her, she having been married to him in New York city, by the Rev. Robert Collyer, on April 27 last, after a brief ac- quaintanee of ‘twelve days. ‘The woman 1s about twenty-six years of age, and by the defense it was sought to show that she was an udventuress, but the marriage was not disclalmed. The young cou- ple lived together two weeks at the Devongitre hotel, New York, after marriage, and young Stet- ler Was then summoned home. ’ The couple then Separated, Stetler coming to Hyde Park and the | Woman going to visit an Uncle near Montreal, hor husband promising to send for her. This he filled to do, and she came here about June i, since which time she has endeavored to have het young hus- band live with her. Stetler’s parents objected to thls, and are anxious that thelr son should be di- voreed from her. Stetler was bound over to ap- pear at court. The woman says that she cannot possibly live without Stetler and that her love 1s reciprocated, but she says that there will be strong efforts made'to separate them by legal process. Arrington, proprietor of the Ameri- can house, for violating the Sunday liquor law on Sunday last, When the parties met in Squire Sutherland’s office Arrington struck the clergy- man a sharp blow on the begs, shattering a pair of gold spectacles. ‘The préacher then planted a stunning biow squarely between Arrington’s eyes. A policeman restored order. Fleming, the newspaper correspondent who brought charges of immoral conduct against Col. Edwin F. Applegate, editor of the Monmouth In- quirer, and former postmaster of this town, and thereby caused: Col Applegate's application for reappointment as postmaster to be refused by President Arthur, has brought suit against J. Clar- ence Conover, the county solicitor, and one of Col Applegate’s counsel, for $10,000 damages for allegea assault anibattery. Mr. Fleming, after bringing the charges against Col. Apel rate to the attention of the authorities at V Inston, was indicted for criminal Ubel, but was acquitted after a long and tedious triai, Gol.
