THE EVENING STAR. - WASHINGTON THURSDAY August 2, 1883. Ibe Evening Star has a regular. pervanent Bonn flac daity cirentation more thar that of any other daiiv. vaper v1 Washingten. and eaual to that oF ali the etner daily papers here added toget a Advertisements, ercers for t news ¥ ornivht, fre paper information or b: f charge. 220 ctherwire be nent by mail, post paid, to those y during the summer for any length of address changed as often as desired. Subscription, fifty cents per mouth, POSITIVELY IN apvance. It does not appear as yet that the disturbed con- dition of things Incident to the telegraph operators’ Strike had any thing to do with the awful collision on the Troy & Boston railroad In Vermont yester- Gay morning, although the disaster was directly due to defective telegraph service on the line. It 1s quite certain, however, that the railway com- Pany ought to be held to the full measure of Tesponsibility for the dreadful results that fol- lowed, no matter what the antecedent circum- stances may have been. The explanation of the catastrophe first given to the public was to the effect that the collision was caused by the neglect Of the telegraph operator at one of the near by sta- Uons to obey the orders of the train dispateher to hoid one of the meeting trains at that point. But further along the fact crops out that the operator 1b question 15 a boy of seventeen, Who had been on duty all night, and haa not been relteved at 9 o'clock, “owing to the tardiness of the station master.” Under these circumstances it will not do to make a scape-goat of the poor over-worked nd worn-out lad, who {s now thrust Into un- Pleasant view. Technically lable he may be; and whether he ts ever punished or not tor the dread- ful results of his neglect, he will never be able to forget fs awful consequences. But the matter should not be allowed to rest with the disposition of hiscase. The blime ouzht to be placed where ft justly veiongs. The greedy and beggarly policy Which does not provide avequate equipment of men and material and fails to furntsh proper pro- tection for the lives of employés and patrons of transportation Ines 1s directly responsibie for all the deplorable results waleh follow, and the men Who inaugurate and ca out such a system should he held to the most rigid accountability. it is time to turn attention from the servant to the master in such cases. = +e The state democratie convention of Pennsylva- nla completed its work yestenlay and the cam- Palgn of that state Is now fairly opened. The re- publicans enter the contest with agreat deal of confidence. The absence of fervid enthusiasm at the democraticconvention Is potnted at as proof Of the despondency of that party; but reatly there Was nothing to stir party feeling very deeply. The Ucket consists of but two candidates for minor state offices, and there was no diff-rence of opin- lonasto the platform. The indications are that practical harmony has been secured in the repub- lean party. There appears to be general acquies- cence on the part of the Independents to tue pres- ent party management, but there still remains a dissatisfied element which makes itself heard. It inay hot amount to much in numbers or influence, Dut it is never safe in a political fight to take too Mauch for granted. The result tn Onto will, no doubt, have a very marked influence upon the Pennsylvania election If the republicans should happen to lose Ohio it will be certain to have a dispiriting effect in Pennsylvania. There 1s an- other phase of tag Peansylvanta situation which is plain to unbiased observers. That ts, that the course of Governor Pattisoa in using the execu- tive authority to cut dowa publte expenditures as made for him and his dintnistration many friends, and this will tend to strengthen the demo- erats with voters of the independent class. It 1s as yet too early to assume republican success in Pennsylvania, though the outlook 1s favorable to that party. ——_—_<e+—_____ ‘Tae Bannon faction of demoeracy in Anne Arun- del county, Maryland, cannot bring itself to sub- mit gracefully to defeat. The fight was waged openly at the primary election and the Bannon- Hamilton flag went down. In the convention concessions from the victors were proposed as a Salve to heal the wounds of the beaten faction. It Was agreed that Bannon could have a place on the ticket for the lower house of the legislature; but this did not Mil the measure of his ambition. His friends were willing to compromise in bis name for the senatorshtp, the office for which Bannon ‘Was beaten at the polis; but, very naturally, the candidate who had won that honor at the prima- Ties insisted upon retaining {t, and “bad feeling” 4s reported to exist among the democrats of Anne Arundel. There are covert threats, it seems, to slaughter the ticket put up. ——<—__<45—____ Every now and then u suicidal manta seems to Tua through thebuman family. To escape trouble, either real or imaginary, self-destruction is re- sorted to. The easy exit of one from a world of clamorous creditors seems to suggest suicide to another. It 1s the cowart’s way of escape from aiMiculty. Rather than face trouble brought upon himseif a man imposes {t upon those whom it is lis duty to shield and support. Thus the suicide 4s not realiy a brave man, though he rushes to meet death halt way. —___~<->____ “Strikes ate the tnsurreetion of labor,” say General Francis A. Walker. Justso. But insur- Tections whea they succeed become revolutions; and revolutions are generally considered good things, are they not? Any way, the right of the to revel when their burdens become in- e, and cannot otherwise be cast off, 1s one that must not be interfered with. With that right taken away there remains notuing but slavery and degredation. ——— During the rebellion, confederate notes and bonds were counterfeited with eomparative tm- punity, and the counterfetts were almost as val- uable as the genuine. If the Engilsh Pengince Syndicate gets hold of any of these counterfetts— and ff fs quite certain to do so in buying up the old bonds at wholesale—tt ought not to compel the south to pay them. The line, in all fairness, ought to be d’awn at counterfeits, ———_<e> ____ Lord Derby, British colonial secretary, nas in- formed the house of lords that negotiations with Canada in regard to annexation were pending, and he hoped they would result favorably. “As- sisted” Immigrants, 1t appears, will not be thrust Upon Canada without her consent, a consideration tuat was not shown to the United States.
