In response to @ published call the Emancipa- tion day convention re-assembled last evening at the Virginia avenue Baptist Church. A meeting of the members of Ebenezer Metho- dist Church (colored), located at D and 4th Streets southeast, was held Monday night, as stated in Tor Stam of yesterday, to discuss and endeavor to devise means for the moral advance- ment of the colored youth of this city. Mr. E A. Atkinson explained the objects of the meeting and said the colored people, and especially parents of children, had long been witnessing the demorall- zation of their children. The vices of the times were standing out in bold relief at every corner of the streets and the tendency of the times is grow- ing worse. The colored people come in for a large share of evil effects from vice and crime. ‘The re- ports of the Police Court, the records of arrest show alarmingly how the ‘colored elpment of this District 1s drifiing downward to détay and ruin. ‘The report of the chief of police from June 380, 1881 to June 30, 1882, states that the number of colored children arrested within thattime, charged with crimes and misdemeanors, were 1,89. These Were tender youth of both sexes; the boys are left to shift for themselves, without any restraining influences, and the little girls are no better off. Their offenses shock the sensitive minds of the better classes, and it was high time for the fathers and secure unanimity, we hereby authorize the | and mothers to do something to arrest this committee of twenty-five so to modify the existing’ call for the satd convention tn respect of time and place for holding it, and en!arge the commit- tee on call, a5 shall secure the need now specified; that we leave it to the wisdom of that commit- tee to point out the mode of action by which a decision as to time and place for holding thé convention shall be reached; that nothing has been sald or done here or elsewhere that ought to impair the confidence of the colored peo- ple of the United@States, In the ability, in- legrity and patriotism of the committee of twenty-five, and that the fact that the faction which has denounced the convention as neediess and hurtful has, atthe same Ume, arranged its machinery for holding such a convention, demon- strates 1's insincerity and its destitution of prin- ciple, and shows Its action to spring from reckless ambition, envy and Jealousy; a disposition to rule or ruin; Chat this convention resents with indigna- tlon the abuse shamelessly and causelessty heaped upon Hon. Smith declared Greener a traitor to the committee, in pretending that the committee in- tended certain things that he knew very well they had no intention’ of doing.“ When 'the truth is found out,” he declared with some vehemence, “the opposition to this convention comes trom those who are negro democrats at heart. They intend, if any selling Is to be done, that they will be the men to barter them off.” Referring to the South Carolina elec tion of 1876, Mr. Smith asked, “who S the first man to come from South Carolina and shake Wade Hampton by the hand?” - “Greener,” shouted One or two of those present. “Yes, Greener,” said Smith, “you all know him. “He wants to run with the nounds and hide with the hare.” Mr. Smith further accused Greener of having gone to Cabinet officers and asked the discharge from office of men in that convention. R. S, Laws in his speech pald_a high tribute to Mr. Fred. Douglass,whom he termed the “National negro hero of America.” R. D. Ruffin, W. C. Chase, J. W. Freeman and others made ‘speeches and the resolutions were adopted. W. C. Hatch were unanimously endorsed, respectively, and the support of the republican ticket with these exceptions was ‘urged in several able speeches, Shs AN INTERESTING MEETING AT St. JOHN'S (P.E.) CuURCH.—Yesterday a meeting in behalf of the Woman’s Auxiliary of Missions of the Protestant ful state of things. ‘They are shocked at THE SPECTACLE OF CRIME which 1s exhibited in the reports of the Police Court every day. The daily press is recording these things, and it 1s humiliating to all right- minded colored people to witness such degreda- tion. He believed that God would hold every arent responsible for the acts and the fate of heir children. Sons are growing up drunkards and worthless men, while many of the daughters drift into lives of’shame. This record of crime against them dims the luster of all the advance- ment they have made since they wore slaves. He urged them to start a reformation at once In each of their families; establishing a family discipline, good precept and example before their children, and obedience to parental restraints. He advo- cated the inauguration of some hospital for the young, where thelr wants can be supplied in sickness. He offered resolutions “that there be a committee of three gen- tlemen and two ladies, which will bo a committee of five, to mect a similar committee of the other churches when elected or appointed, to organize a missionary society, to be known as the East Washington Missionary ‘Ald Society; and that a committee of — be appointed to nominate officers, organize a moral and mental improving association of this church.” One of the speakers stated what had been at- tempted last year in this same matter and how it had failed, “The people did not seem to bein earnest—they would talk well, but would not act. He stated that even while the parents of children were at their reform meetings, the children would in some instances be out on the commons playing “penny bluff” or “old sledge.” MR, CARSON'ayVIRWS. Mr. Perry Carson spoke warmly in advocacy of this cause., He recited how he had set this ball in motion more than two months ago, after the emancipation celebration; that he had long been impressed with the necessity of doing something to save the colored race in this District trom dis- grace and the numerous crimes and misdemeanors which are leading them down to destruction. ‘The central organization was formed at Gallleean-Fish- ermen’s hall, and the formation of a soclety in Ebenezer Church would constitute one of the branches. ‘They wanted to get a similar organ- ization in every colored church in the city; then they would recetve the hearty co-operation’ from the white churches. A colored orphans’ hospital Was what was wanted. He differed from some of the speakers, that the race is sinking lower in vice and {mmorality daily. He thought they had Talsed themselves vastly since the war, and stood every way better morally than when they were slaves. Messrs. Hart, Pinkney, Atkinson and others made remarks, and the resolutions of Mr. Atkin- son were adopted. A committee, composed of Rev. Mr. Bel!, W. H. Grimshaw, Walter Middleton, Mrs. Frances Dade, Mrs. Mary Jackson, Rev. RAILROAD.—To- day, in the Equity Court, Judge James announced his decision in the case of H. M. Knight agt. the Baltimore and Potomac railroad company, award- iy an Injunction against the use of the tracks of this company on Maryland avenue, between 11th and 12th streets southwest, in such a manner as to incommode the complainant, and directed a decree to be drawn. Mr. Totten, for the railroad company, said that the decision was perfectly Satisfactory to him, as the grievance complained of—the loading and unloading cars—had been re- moved. After a colloquy between him and the counsel on the other side, Mr. L. G. Hine and Messrs. Hagner & Maddox, the court directed a draft of decree to be drawn for submission. ee DEATH OF AN OLD AND RESPECTED CrvizeN.—Mr. dosiah Essex died at his residence on New York avenue, May 22, at4p. m., in the 88d year of his age. He was porn of an old slave-holding family, and contrary to the usual custom of the young men of his surroundings at that time and the wishes of his family, he decided to learn a trade, and chose that of carpenter. | He followed that calling with energy until it yielded him an inde- ndence. He was the builder of the U. 8. Na- onal observatory, and was frequently employed by the government on other works. He was a Prominent and enthusiastic Mason, having been & close student of the literature of that order, a Fell a8 @ practical and constant worker. His funeral will take place at the Central Presby- terlan Church, $4_and I street northwest, at 4p, m., next Friday. The deceased was a member of the Fourth Presbyterian Church for years, and was an O.1d Fellow of many years standing. ‘Dur- ing the days of the old corporation Mr. Essex was for a number of years the assessor of the 4th ward. He leaves, besides his property, an unblemished Teputation, as a legacy to his seven children, all of wham are grown. ‘THE SECOND ARTILLERY ENCAMPMENTT.—Gen. R. 3B. Ayres’ command at the Washington Barracks— the 24 U. 8. artil!ery—as also a portion of the gar- rison at Fort McHenry, Md., will go into camp again this season near Gaithersburg, Montgomery county, Md. (on the Metropolitan Branch railroad), probably about June 15th, and their headquarters will be the Summitt house at that place. The encampment will Es preceded by a short march, or there may several marches made during the season—the object of the encampment. being not only for the benefit of the health ot the men, but also for their instruction and practice. WHAT ALEXANDRIA WILL RECEIVE AND Pay OUT, ‘The finance committee has been considering for some weeks the annual bills in relation to the rev- enue and expenditures of the city. Three bills agreed upon were reported to the council lust night, which make ttle change from present Yates. The tax bill fixes the tax at $2 upon the hundred for real or personal estate, with ten per cent discount for payment July ist and five per cent for payment September ist. The license bill fixes the same rates as now, except in regard to dealers who come tocarry on business temporarily in town. Increased rates are pro in these cases and some new subjects of license added. In the appropriation bill the appropriations for the coming fiscal year reach 90, of which $41,512.40 1s for the payment of interest on the city debt. $8,800 is appropriated for public schoo police 057 courts san fire department, $4,000; streets, ; printing, $500; repal ; canal expenses, $800; new Columbta engine house, $2,700, &c._ ‘The appropriations vary little from last year.
