The parties, with the clerk, retired to an ante- room, and the ball was formally taken. THE FAILURE TO ARREST the parties indicted yesterday was owing to the tact that the accused were keeping out of the way until they had fixed the matter of bail. Their try- Ing to escape Is not considered at all probable, and there is no doubt that they will all stand trial. The chances of a disagreeing jury, of a lack of proof. and a good many other considerations, Will old them here. A LIVELIER SENSATION COMING. The fact that one of the detectives, who has been prominently mentioned in the recent exposé, was not Indicted, has created some comment; but it is known that the grand jury is not yet through with the detective scandal, and it 1s believed that the next bateh of ind S will contain names that will create a livelier sensation than those of yesterday. HOW IT WAS KEPT UP 80 LONG. A great many people, in the light of recent de- velopinents, wonder how it happened that this state of affairs could continue in this city for so many years, while, at the same time, there have Deen Tumerous changes in the personnel and management of the District government and the pollee force. Washington Correspondence New York ‘Times, ‘These indictments are the beginning of a de- termined movement against the detectives and others who have been in league with thieves and burglars, and lived by despoiling citizens, while ostensibly employed to suppress crime. They, are, too, Not without interest in connection with the star route cases. Arthur B. Williams, In- dicted for receiving stolen property, is counsel for Brady and Dorsey in the pending ‘trial, and was counsel for them In the first trial. He is sald to be the only lawyer retained jointly by two defend- ants, He took no part in the Proceedings of the first trial, beyond making a short speech to the jury, but when the testimony was all in he seemed to be more frequently consulted by the de- fendants than their more eminent counsel, Wil- Mams was indicted a few years ago upon a charge of Jury-fXing, but for some unexplained reason he Was hever tried. Some of the evidence upon which other persons in the group were indicted was furnished by a receiver of stolen goods, but in Williams’ case the witnesses are not of that character, one of them being | Commissioner Morgan, of the District of Columbia. Three of the men indicted were recently detectives on the po- Uce force. Two of these were recently exposed, Suspended. and legislated out of office. But thé other, George O. Miller, testified boldiy in court that he had for months been working for the star Toute defendants instead of for the government, and he was dismissed from his place. ‘These pro- ceedings by the grand jury, with the confessions of several implicated persons published in this city, show not only how the capital had been for Years at the mercy of a_combination of burglars, thieves, and detectives, but also how this combi: the courts. They also show, when taken in con- nection with the indictment of Juror Brown and the revelations which followed the close of the first star route trial, how difficult tt may be to try such finportant cases here without having the ‘course of justice obstructed.
