Mr. Haskell, of Kansas, offered as a substitute a resolution reciting the constitutional question substantially as raised by Mr. Hammond, and de- | elaring that if the bill shall be rererred to a com- Mittee on conference that the constitutional question shall also be confided to the committee, Which shall submit its findings to the House. Mr. Carlisle raised a point of order against the Substitute, and Mr. Haskeil began his remarks by the statement that the House tari bill was dead —killed by delay and obstruction. The Speaker.—The chair desires to hear argu- ment on the point of order. Mr. Haskell satd that there was another bill on the Speaker's table, and on that bill hung the hope and faith of the people that before Con, adjourned they should have tariff legislation. When Mr. Haskell closed his remirks he stated that he would yield his time to the gentleman from Ohio (Mr. McKinley), but the Speaker held that upon a discussion of a point of order time could not be so yielded, and recognized Mr. Ham- mon Mr. McKinley, however, made an inquiry of Mr. Haskell, who rose to reply, but was called to order by the Speaker. He endeavored to hold the floor long enough to answer the question, but the repeated rapping of the Speaker’s gavel and cries of “order” from the democratic drowned his words, In an indignant manner, Mr. Haskell rose to a question of personal privilege. “Ohl that 1s desperate,” exclaimed Mr. Black- burn, sarcastically. - The Speake! Then Mottoes were writt:n on slates and on the black- | boards, There were recitations given and specimens of the transpositions jot his’ poetry into prose, The scholars [Were also “culled upon to tell. in. thelr own w: y the story of some of the poems, The | exercises were of Such a varled character that every child could take part. The Uttie ones who Were just beginning to write were asked Lo write the hime Longtellow on their slates, and then they id anecdotes Of the great poet or repeated those that had been told to them. In some of tie schools the exercises were becun with a familiar talk by the puptis on the Iife and character of the TO.
