The House committee on claims met to-day to consider the bill for payment of the expenses of contested election cases, and practically decided since it will be impossible to consider all of these cases at this session that they be allowed to go over for action by the 48th Congress. In the Senate, after a long debate, Mr. Bayard insisted upon his point of order against the amendment to the army appropriation bill, liiit- ing the stay of army officers In Washingtor, and the chair sustained the point and ruled out the whole amendinent.
