Mr. Merrick then called ex-Postmaster Thos. L. James to the stand. Mr. James testified to the statement made to him by Rerdell at the Arlington hotel in the Spring of 1881, in substance the same as the state- ment made to Mr. MacVeagh. : A recess was then taken. AFTER RECESS Mr, James testified that two or three days aftere wards he met Rerdell on a train coming from New York. He said he had been to New York to get the books of which he had spoken to Mr. Mac- Veagh; that he had the books and had had a con- versation with 8. W. Dorsey. At Trenton the con- ductor brought in a telegram for Rerdell, which Rerdell showed witness. Rerdell said that he would not return, as he was ticketed through to Washington. Rerdell said he was watched and couldn’t talk with witness. The conversation then closed. Rerdell came on to Washington, Witness sent for Brady in the first or second week of March, 1881,having discovered an order of increuse On the Rawlins and White river route. Mr. Brady not being in, Chief Clerk French came in and witness talked with him about the route, ‘The next morning Mr. Brady came in with sheets containing a statement of remissions he had asked for, and asked witness {f he was to under- stand that economy was to be the policy of his (Mf. Mr. Townshend, of IIL, introduced in the House ‘to-day a bill to protect fish in the Potomac river. It provides, after the passage of the act, that it shall be unlawful for five years to fish In the Poto- mac with fyke net, oa net, stake net, weir float net, gill net, hand seine, or other con- trivance, stationary or floating. Those who vio- late these provisions are deemed guilty of a misde- Meanor, who, upon conviction in the Police Court, are punished by a fine of not less than $10 nor more than $100 for each off=nse, and the forfeiture to the District of their neta, Doats and all other apparatus or appliance used {n the violation of the law. All fines are to be paid to the Treasury, one-half to go to the informer. Nothing im the act is to be construed to prohitit angling or fish- ing with the out-line. MR. FOSTZR CONTINUES HIS TESTIMONY. Frank K. Foster, secretary of the federation of trade and labor unions of Massachusetts, contin- ued his testimony before the Senate committe on education and labor this morning. He spoke of the blacklisting syetem in the New England miils, and said that employes who had been prominent in labor organizations during the strikes were put on the black lists, and that no matter how good workmen they might be they could not find em- ployment afterward. He cited the case of the strike in the Pacific mills at Lawrence, Masa, last year in illustration of this system. To cure existing evils Mr. Foster recommended the following reme- dies as the most practicable and desirable at pres- ent, viz: ist, the establishment of a national bureau of labor statisticts; 2d, the establishment of boards of arbitration wherever practicable; 34, the enforcement of the national elgut-hour law: 4th, the abolition of child labor so far as possible by iecislation; Sth, the repeal of all “conspiracy” laws which Interfere with the right of working. mnen to combine for thelr own protection, and incorporation of their unions like other corpora- tions; 6:h, the aboiltion of the convict labor con- tract system. Senator Blair read a letter from the witnesses now in attendance, saying it was evident that the great pressure of business in the Senate at this late stage of the session will not leave sufficient time for them to present their views fully, and there- fore suggesting that their examination be post- poned to some more conventent season. Burdine was brought before the Police Court to-day, charged with sending obscene mat- ter through the mails. Mr. Moore stated that the court had no jurisdic- on in the case. When Burdine and Miss Spaight were into the prosecuting attorney's office, in apite of all the officers and her parents, she threw her arms around his peck and passionately kissed him, and had to be pulied away. U. 8. Commissioner Bundy issued a warrant against Burdine, charging him under section 3893 Revised Statutes, with mailing and causing to be mailed certain obscene and indecent letters and papers. Mr. Daniel E. Cahill, his counsel, stated that as the letter was matied in Manassas, Va, the offense Was not cognizable in this District. The letter ts dated Manassas, January Bist, 1688 , and the contents are unfit for publication. When the examination was about to begin the girl asked her mother to drop the prosecution, for it would make It worse for the whole family. Justice Bundy directed Officer Block to take the warrant to the marshal's office and have it cepted, Counsel Cahill soon came Ito the office and an- nounced that a minister, instead of « marshal, was wanted. “What do you mean?” exclaimed.
