MOORE SAYS ABOUT It. Mr. Moore, of Solicitor Raynor’s office, who has charge of the accounts of star route witnesses, ‘sald to-day, when his attention was called to a publication that he and Mr, Blackmar were proft- ing by an arrangement by which witnesses were paid ten per cent a month for aivances, that the Statement was false. Mr. Moore’s explanation of the matter was as follows: At the last trial many of the witnesses when they arrived here were In great distress, owing to the expense to which they had been subjected and their inability todraw any money from the treasury until the accounts were passed, Under these circumstances, ‘as an accommodation to the witnesses, Mr. Biss advanced $15,000 out of his pocket to them. At the Prrsent trial, it not being convenient to Mr. Iss to make the large advance necessary to re lieve the necessities of witnesses, many of those who have traveled thousands of miles to get here e found themselves without means of tiving here, Application to the government for money Was unavailing. An effort was then made by witnesses to xet a broker to advance the money. ‘The broker refused to do It without some security, and thereupon Mr. Moore and Mr. Blackmar, who have the witnesses in charge, as a matter of accommodation, became personally nsibie for the repayment of the money. ‘The rate charged ts not 10 per cent a month, but the money 4s advanced at 10 per cent discount, the broker taking the risk In a delay On the part of the gov- ernment in settling the accounts. A prominent democrat, who was active in be- half of Senator McPherson In the recent Senatorial election in New Jersey, and whose relations to the contest were such that he knew all the Inside se- crets, said toa Star reporter: “There were five democrats in the legislature who held aloof from McPherson, not because they had any particular objection to him, but because they were deter. mined to sell their votes to the highest bidder. They banded together and entered into a written pledge to stick together and to divide the proceeds of the sale of their votes. Each was afraid to trust the other, and so this unique document or pledge Was intrusted to a sixth man, an outsider, to keep. ‘MoPherson was notified that he could have these five votes by paying for them, but his reply was that he would not Day a cent directly or indirectly for any man’s vote; that he would be elected with- Out the use of money, or he would not be elected atalL The Tepublican members of the legislature learned of emphatic refusal to entertain it. Certain promi- nent republicans quietly went to the Senator and sala: «We will give you two votes from our side for every one that those traders keep from you on the democratic side. We are glad to see this sort of corruption put down and defeated in New Jer- sey, and just let us know how many votes you will need to elect you.’ The little band of five found out that McPherson could and would be elected without them. Then three of the fve wilted, and when the ballot was taken cast their votes for him.” In conversation with the reporter | Senator .McPherson Said that the information given by his New Jersey friend was correct; that he constderef the few democratic members of the legislature who had so flagrantly attempted to barter their votes as unworthy of any considera- | tion.
