To keep our whole people satisfied with this nondescrip government which never hears the direct voice of its subjects and datly illustrates the blessings of despotism it 1s imperative that, until the law 1s made expressive, We shall adhere to the custom well begup. Let us muke it unwritten law; and whatever may be the experiments yet In store for this garden patch of our vererable uncle, and although our voices may Not reach the throne so near, but yet so far, let us, without regcrd to party, insist (a8 we believe was the Intention of thé law) that one of our Commissioners shall be from each of the tw) creat parties, and that both shall be of the people familar with our needs, our past bistory, and our experience in legislation, taxation, official mistakes, and reckless extravagance. The brief owed Congress to become informed as to ‘eds and pecullar government, and the six days in which they consider the interests of our District, require that they be brought en rapport with our officials at once; that they shail meet an officer with whom they have party affiltation, and in whom they have confidence, Holding our purse- strings and fixing our taxes, Congress determines our weal or woe. No argument or representation coming from offictals of opposite political views will receive that care and consideration 1t would receive if coming from or through a political friend. To get tolerable cons{deration even @r our people and thelr large Interests we must have @ Democrat as well a5 a Republican Commls- stoner. That a Democratic Commissioner will Fecelve more consideration and have more influence with the coming Congress will hardly ve questioned, and should we have a change In the Executive departments soon his In- fluence there will also be greatest. The present elvil Commissioner is a good Republican, but his acquaintance with our peculiar experience in dif- ferent forms of government; with our people: the Falue of property; our varied interests; and the needs of the different sections of the District,must necessarily be limited. We now need a Commis stoner more local than national in hi: character, and if the President would appoint a democrat he should be one whose familiarity and acquaintance with our people, our property and past experience, and his shrewdness and integrity would be his ehtet recommendation. Doubtless a number of competent gentlemen, well known to the peopie of the District, and by life-long residence identified with its Interests, could be found, but one,at least, has already been ‘named who unites all the quill fications required, In the person of Mr. William H. Clagett, who fs ‘respected by Republicans asa Democrat, and who {Ss alfve to the interests of our people and the needs of the nation’s Capital. REPUBLICAN. ee Currtx@ AFFRAY IN SouTH WaSHINGTON.—Yes- terday afternoon, about 4 o'clock, a fight occurred between two colored men named Richard Jackson and Jno. Young, ina notorious nelghborhood in South Washington called “Fredericksburg.” in Which Richard Jackson and his brother Wiliam were badly cut with knives, In the Police Court this morning Jno. Young and Richard Jackson Were charged with makiag an affray, and Young Was also charged with assaulting W. Jackson. The testimony showed that Jno. Young and rd been drinking and a dispute as 3 the best man, and Young was thrown on his back in the mud, With bis day clothes on. He then got angry and cut Jack- son aeross the fece with a knife. Jackson stated that they were only playing at first, but Young got mad and drew 2 knife and stabbed him in the eutin the arm by Young. The court sentenced Young to €0 days in each of the two cases agatnst him, and distalssed the charge of affray against Jackson.
