THE EVENING $ WASHING THURSDAY January 25, 1883. ‘CROSBY S. NOYES... —— Dke Evening Siar has a recuiar. permanent bona fide Cally cireulutiongme ar trepie that of any other daily paper published in Washington. and coual to that ef all the together. Edior. ‘Tue Star office is connected wi change. paper by mail and other mm oF business can be se: << Ear It ts useless to send communications of any Kind to this office unless accompanied by the ame and address of the writer. What cannot be verified when considered necessary we do not take the trouble to read. —————— Of the twenty-six Senators whose terms will ex- pire on the 4th of March next fourteen have been chosen to succeed themselves, viz: Messrs. Mor- gan,Garlant, Saulsbury, F Lamar, Me fson, Ran: Harris aad Coke. Seven Senators have been E lows: Messrs. Colquiit, to succeed » was chosen to fill the unexpired late Senator Hil, of Georgia; Cullom, tosuccest David Davis; Wilson, to succeed Me- Dill; Gthson, to succced Keliogg; Dolph, to suc- ceed Grover; Riddleberzer, to succeed Johnston, and Keuna to succeed Davis, of West Virginia. Five states have not yet elected their Sena- tors for the next term, viz: Colorado, Micht- gan, Minnesota, Nebraska and New Hamp- shire. These five states will undoubtedly all elect republican Senators, which will give the Fepublicans in the next Senate thirty-eight, to demverats and Ovo readjusters. Among nblican Senators the opinion seems to pre- Yall quite generally now tiat there will be a spe~ ¢lal session of the Senate calied, very probably to Meet immediately upon the adjournment of the Present session. The indications are that the re- will elect Mr. Anthony as President pro ftemporr, and that the democrats will cast their Votes for Mr. Bayard. ——— It ts announced that the Western Union Tele- graph Company hes finally concluded to accept the tnevita opting the underground wire system in New York. It Is said, furthermore, that in pursuance of this decision it has recenuly signed @ contract for the laying of 9 tube under Broadway from {ts main office at Dey street to 234 street, in that city, large enc to contain two iundred wires. Tais action demonstrates what Tux Star has all along matntatued, namely, that the sub- terranean system {s perfectly feastble whenever ft 4s seen proper frow any cause to adoptit. It has long since passed from the dowain of experiment to that of assured success. And in view of the admission to this effect thus practically made by the Western Union Company, what justification can there be for allowing tie increase and perpet- ation of the pole-and-wire nulsance in Wash- ington? If underground wires answer the pur- pose in New York,—and the experience In Euro- Pean cities abundantly shows that they will,— they will work equally well here. They should therefore be enforced in Washington at once. ‘The moze poles and wires allowed to be put up, and the longer the da: s nuisance is tole- Fated, the harder it wiil be to get rid of them. oe It would be a most pitlable confes-ton of na- ness for the French republi use of the deata of a single 5 claim set up by Gambett’s friends tnat his death’ has left the ship of state without a pilot compe- tent to guide it Is a reiiection upon the whole French people. That the existing government is incompetent is patent enouga, but that does not Signlly 4 want of statesianship in the entire Ration. The French cabinet has exiibited a la- mentable lack of courage. They got frightened ut of their wits at the mantiesto of Prince Napo- Jeon, and their cowariice has led to the disturbed Mate of affairs now existing. The best way out @f the difiicuity 1s an appeal to the people. Without ‘he support of the people it 1s Impossible to main- fain a republ and if the people are imbued With that spirit of Mberty which ean form the only safe basis for a republic, they will no doubt find leaders who are abie to execute their will and tomaintain a government that cannot be fright- ned by a few pretenders to monarchical pre- Fogatives. ———___<-+_____ Gen. Chalmers appealed to the courts of Missis- sippi to compel the secretary of state to count the ‘Yotes in the second congresstonal district of that state as they were cast, and to issue a certificate of election in accordance with such count. The ‘Yotes in dispute were those of Tate county, which ‘were cast for Chalmers, but counted for Chambliss, &man who was not In the race. The loss of these Votes defeated Chaimers and gave Manning a plu- Fality. The governor of the state Issued a certifl- ate of electton to Manning, bused upon the count Of the secretary of state, civing Tate county to Chambliss instead of Chalmers. After some delay & decision has been rendered In Gen. Chaimers’ favor. It commands the secretary of state to count the Tate county votes for Chalmers, and to Issue a certificate of election to him. hts will place Chalmers on the roil of the next House, in- Mead of M a found an energ: ket Co: tetor, pa pote tnst t where Will b a to the T t hotel propr of tek protest missioners by a against the further and Wires in front of 2 continuance of the Wires neW existing. In view of the frightful loss of life at the Milwaukee fire, through the telegraph wire nuisance, the District authorte Wes will assume a grave responstbility if they allow the coutiauance or, at any rate, the exten- ston of the air-strung wire danger in the face of protests of thi Fanay Rexs ANT Duy.
